Grounded in an asset-based approach to educational transformation, this education and policy brief presents an exploratory inquiry into Black Multilingual Learners (BMLs) in California, recognizing the intersection of their racial, linguistic, and cultural identities. The inquiry draws on statewide demographic and English language proficiency data, relevant research, student and educator bright spots, and the Young, Bilingual and Black in California Survey of local educational agency representatives. Although Black and Brown students are diversifying college campuses and opening doors for their families as new cohorts of first-generation collegians, they often find themselves silently dealing with the aftermath of academic neglect from U.S. secondary education. This qualitative multi-case study examines how elementary teachers in English as a New Language (ENL) and Dual Language Bilingual Education (DLBE) settings conceptualize, implement, and reflect upon translanguaging pedagogies, with particular attention to translanguaging rings as tools for language differentiation. This dissertation explores the impact of culturally responsive professional development on K–12 educators’ perceptions and understanding of Black English, also known as African American Vernacular English (AAVE). The study responds to the longstanding marginalization of Black English in educational environments and its implications for academic equity, cultural identity, and student performance—particularly among African American learners. The central intervention, titled “Do You Understand Me? Linguistic and Cultural Competence Black English Professional Development,” was designed to increase teachers’ linguistic awareness, dismantle deficit perspectives, and promote inclusive instructional practices that validate students’ home language.

As a first-generation, neurodivergent, Mexican American/Chicano veteran, I entered the University of San Diego's doctoral program having had experiences that most institutional intake processes would label as risk factors. The Findings chapter of this dissertation begins by describing those experiences—not as a confession, but as the foundation for a systematic inquiry into how doctoral legitimacy is produced, withheld, and defended. The description of my life experiences is followed by a discussion of the doctoral journeys of two other study participants who also were atypical doctoral candidates.

This qualitative, descriptive case study examined educators’ understandings, enactment, and professional learning related to transformative, trauma-informed social-emotional learning (SEL) practices in a center-based emotional support school setting. Data were collected through semi-structured educator interviews and classroom observations to capture a holistic view of pedagogical practices. Guided by the theoretical frameworks of Dis/Crit, Transformative Learning Theory, and Foucault’s Theory of Power, the findings illuminate how educators leverage trauma-informed SEL strategies to support students affected by trauma as they navigate structural and systemic constraints within a normative educational system. Chronic absenteeism remains a persistent concern in K–12 education and is often framed through deficit-based narratives that place blame solely on students or families. This qualitative study examines how a multilingual learner (MLL) and newcomer caregiver understands and experiences school attendance within her child’s public charter school community. Grounded in testimonio as both a methodological and epistemological approach, this study centers the lived experiences and knowledge of a caregiver navigating schooling within a new sociocultural and linguistic context.

Immigrant students and families continue to navigate systemic barriers that limit equitable access to educational opportunities and meaningful school engagement. Language differences, racism, transportation challenges, childcare constraints, intimidation, and concerns related to legal status frequently hinder immigrant families’ participation in schools (Sibley & Brabek, 2017). This qualitative phenomenological study examined the lived experiences of parents and guardians of first-generation Latinx students as they navigated the transition from high school to college in the Inland Empire region of Southern California. Despite increasing attention to first-generation student success, limited research has centered parental perspectives, particularly within regionally underresourced Latinx communities. This study addressed this gap by exploring how parents access and interpret institutional resources, the roles they assume in shaping college choice and family dynamics, and how educational institutions can better support families during this critical transition.

This qualitative phenomenological study examined how Black male students at a public community college experienced digital belonging through a Title Three–funded Online Student Support Hub. Instead of focusing on broad institutional outcomes, the study centered on students' personal experiences. It investigated how students felt seen by staff, how relevant cultural references were integrated, and how quickly and thoughtfully the institution responded. This qualitative study explores how historically underrepresented high school debaters understood their experiences in an independent high school debate league, particularly in relation to growth, challenge, shifting self-perceptions, and belonging. Drawing on narrative inquiry (Clandinin, 2016) and interpreted through transformative learning theory (Mezirow, 2000) and currere (Pinar, 1994), this study focused on recently graduated students from Central High School’s debate program. Screening questions adapted from King’s (2009) Learning Activities Survey identified participants who self-reported perspective-shifting experiences. Ongoing shortages of certified world language teachers and declining enrollment in secondary language programs have intensified concerns about teacher burnout, professional isolation, and instructional quality. Research has indicated that collaboration, targeted professional development, and supportive leadership influence teachers’ instructional self-efficacy, job satisfaction, and instructional effectiveness.
