Queer Of Color Critique And The Politics Of Epistemic Agency: Rural Educators Desettling Curricular Expectations, C.A. Langerud, Madelaine Adelman, Daniel D. Liou

The purpose of this research is to use queer of color critique (QOCC) as an analytical framework to explore rural K-12 educators’ epistemic agency. The research focuses on educators’ engagement with a national initiative by an advocacy organization to distribute LGBTQ+ and racially diverse books to K-12 schools. The analysis centers on the educators’ praxis of epistemic agency against settled expectations associated with including queer and trans People of Color’s (QTPOC’s) stories in their schools. Background: Graduate admissions have long relied on standardized tests despite evidence that these exams can disadvantage applicants from lower socioeconomic backgrounds, underrepresented groups, and nontraditional pathways. During the COVID‑19 pandemic, many programs waived or eliminated these requirements, yet little is known about how applicants interpreted these changes. Understanding applicant attitudes is crucial to determining whether test‑optional policies reduce barriers or introduce new concerns about fairness and quality. This study explored the perceptions, feelings, and decision‑making experiences of applicants to VCU’s MHA program during a period of waived test requirements. This report is part of the MERC Literacy Study. It explores recently published research and publicly accessible professional development (PD) offerings frequently used across the Commonwealth to support the implementation of the Virginia Literacy Act (VLA). This proposal recommends legislation directing Virginia Department of Behavioral Health and Developmental Services to establish a two-year pilot program focused on expanding telemental health access in rural Virginia. The purpose of the pilot is to address persistent behavioral health disparities in areas where residents face major barriers to obtaining timely mental health care.
The legislation is designed to build on existing telehealth infrastructure and aligns with Virginia’s Statewide Telehealth Plan under § 32.1-122.03:1, which already supports broader use of telehealth services across the Commonwealth. By creating a focused pilot first, the state can test implementation strategies before considering broader expansion.

The Problem: Confronting the "Scarlet Letter" of Housing
No Virginian should be denied a home because of a dismissed legal filing or a resolved financial hurdle from the past. In Virginia, the mere filing of an unlawful detainer (eviction) creates a permanent public record regardless of the outcome. The new permanent record acts as a "scarlet letter" in the form of a 7 to 10 year shameful blemish on their public record.

For many college students, unanticipated financial expenses such as medical bills, transportation failures, or housing insecurity pose immediate threats to academic persistence and overall well-being. Literature has demonstrated student emergency funding can mitigate financial stress and support persistence; however, literature has been limited in examining how institutional structures, communication practices, funding models, and eligibility systems shape equitable access to these resources. This dissertation in practice is designed to support New Kent County Public Schools, which noticed an increase in students being referred for special education services without a concomitant increase in students being found eligible for such services. Systems mapping revealed a root cause of this discrepancy is that the division lacked a comprehensive intervention plan consistently implemented, and - as a result - some students were referred for special education services not due to the presence of a potential learning disability, but merely for lack of other available options. Single parent families and the costs associated with child care are on the rise. The burden of single parenthood and child care costs is not limited to financial strain; emotional and psychological stressors create an additional “burden of care” (Ha et al., 2015) that is a significant factor in single-parent households. This capstone project examines challenges to authentic community building within Virginia Commonwealth University’s Residential Life and Housing (RLH) department. Although the Community Development Model (CDM) was originally designed to foster belonging through structured engagement, it has increasingly been perceived by frontline staff as a compliance-driven checklist rather than a tool to develop community. Using improvement science principles, this case study identifies outdated curriculum, misalignment with student needs, and disconnect between senior leadership and frontline staff as systemic barriers to building authentic community in RLH, including student residence halls.

This capstone examines the transition of Ambassador Teachers (ATs), internationally recruited teachers working in Prince William County Public Schools (PWCS), and the challenges and supports that shape their first year. The capstone investigates what most influences ATs’ overall experience, what challenges they face before arrival and throughout their first year, and what supports currently exist or are missing. The study draws on document review, empathy interviews, an orientation observation, a literature review, and survey data from 148 Ambassador Teachers. Declining undergraduate enrollments in history departments reflect a national trend that many institutions have struggled to reverse. This capstone project, conducted in partnership with the Virginia Commonwealth University Department of History (VCUDOH), examines a specific and addressable dimension of that challenge: a communication gap in how the career value of a history degree is conveyed to students in introductory-level courses. Chronic absenteeism has emerged as a significant challenge for schools across the United States, particularly following disruptions associated with the COVID-19 global pandemic. This capstone project examined how school leaders in Virginia understood and navigated the relationship between family engagement and chronic absenteeism. Guided by Bronfenbrenner’s ecological systems theory, the study addressed two research questions focused on identifying family engagement practices perceived as effective in improving attendance and examining the barriers schools encountered when engaging families to address chronic absenteeism. Disproportionate discipline in public schools remains a persistent and complex challenge, particularly for Black and Hispanic students, male students, and students with disabilities. This capstone project examined patterns of racial discipline disproportionality within a large, suburban school division, referred to throughout the project as Polaris County Schools (PCS), to better understand the systemic conditions contributing to these disparities. This study examined undergraduate students’ non-use of physical spaces and services within Cabell Library at a large, urban public university. While academic libraries are widely associated with student success, patterns of engagement remain uneven, with a subset of students not utilizing these resources at all. This study sought to understand which students do not use the library and why, with particular attention to identifying systemic barriers and opportunities to improve equitable access and engagement. Not Just Cheap Labor: A Critical Mixed Methods Assessment Of Working Learner Supervision To Advance Equitable Work-Integrated Learning, Jonathan D. Fuller

This study examines how supervisory relationships shape the quality of on-campus student employment (OCSE) as a work-integrated learning (WIL) experience, with particular attention to the experiences of working learners (i.e., student employees). Situated in response to growing student demand for meaningful, career-relevant work opportunities in college, the study investigates how universities can leverage existing OCSE roles to expand access to WIL. Using a mixed methods explanatory social justice design, the research integrates working learner responses (N = 478) to the Student Supervisor Support Measure with interviews of students and supervisors in relationships characterized as both supportive and cross-identity.

“Science Belongs Everywhere”: Outlooks On Post-Secondary Stem Education For Correctional Centers In Virginia, Shelita R. Augustus

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. Virginia has made strides through initiatives like House Bill 2158, which aims to expand higher education access for incarcerated individuals. Examples such as the programs at J. Sargeant Reynolds …

Maintaining student mental health is a significant and growing challenge for universities. Difficulties with mental health decrease students’ overall well-being and can contribute to students performing poorly in classes, entering academic probation, and failing to complete their degree on time, or at all, among other negative consequences for the university community generally. To help meet the need for mental health care, VCU partnered with TimelyCare in 2020 to provide a variety of online mental health care resources. This project will identify strategies to increase cross-disciplinary collaboration of doctoral trainees in the health sciences. The team will examine models of cross-disciplinary connection through interviews and surveys with program directors, trainees, and mentors in the graduate programs on the MCV campus of VCU. The deliverable will be recommendations for programming opportunities aimed at advancing health research through interprofessional collaboration, positioning the doctoral programs to empower their trainees to move from silos to synergy.

Confidence and trust in science have declined in recent years, in part due a lack of understanding of how science works and that knowledge is not immutable but constantly evolving.
