Public and Nonprofit Administration
Memo Overview
Panel Recommendations on improving public and private relationships:
There have been numerous reports from GAO and other organizations that all levels of Governments, even assuming normal economic growth, will experience fiscal shortfalls stretching far into the future. There are also numerous reports concluding that unless we undertake major investment programs in our collective goods issues of education, infrastructure, energy and health that we will not be able to accelerate growth and alter this future. Our panel is developing strategies and recommendations, both short and long term, on putting the organizations-public, private and non-profit together differently, with new “rules …

Evidence-Based Management And Leadership, 2013 University of San Francisco
Evidence-Based Management And Leadership, R B. Briner, Neil D. Walshe
Organization, Leadership, and Communication
Organizations can be led and managed in many different ways and there is no shortage of perspectives, models, and frameworks for thinking about how such tasks can be accomplished. This chapter focuses on one such perspective: evidence-based management (EBMgt). At its core is the idea that when managers and organizations make decisions, evidence of various types should be collected, critically appraised, and taken into account. Put this way, EBMgt does not appear to be either new or radical. However, as we shall go on to discuss, recent attempts to elaborate and flesh out this idea show that while some of …
Refining Thoughts On Culture: Insights Derived From Australia And New Zealand, 2013 University of San Francisco
Refining Thoughts On Culture: Insights Derived From Australia And New Zealand, Kevin D. Lo, Amanda Budde-Sung
Organization, Leadership, and Communication
Culture and cross-cultural differences are increasingly important in international business and management. However, the existing models of national culture may not accurately reflect intra-cultural and intra-regional variation. We examine Australia and New Zealand as examples of the national model of culture falling short with respect to both cultural clustering and intracultural variation. Given that both of these countries are attaining greater prominence in international business, we highlight the need to consider their uniqueness and what we can learn for both management research and practice. As we call attention to the important distinctions that
The Economic Impact Of Stadia And Teams: The Case Of Minor League Baseball, 2013 University of San Francisco
The Economic Impact Of Stadia And Teams: The Case Of Minor League Baseball, Nola Agha
Sport Management
This paper uses an extensive unique dataset to investigate the justification of government subsidies for minor league baseball teams and stadiums by measuring pecuniary gains in a local economy. Specifically, a dynamic panel data model incorporating 238 Metropolitan Statistical Areas that hosted affiliated or independent minor league teams between 1985 and 2006 shows that AAA teams, A+ teams, AA stadiums, and rookie stadiums are all associated with significant positive effects on the change in local per capita income. The presence of positive effects is strikingly different from decades of non-positive results at the major league level.
Nfl Time Management: The Role Of Timeouts In End-Game Scenarios, 2013 University of San Francisco
Nfl Time Management: The Role Of Timeouts In End-Game Scenarios, Bryan Beasley, Ryan Greenwald, Nola Agha
Sport Management
Time management is an important part of game strategy in the National Football League (NFL), especially in the second half of a game that could be decided by a field goal. This paper determines the in-game factors that contribute to an NFL offensive team’s total time taken to reach field goal range during the final six minutes of regulation in games that are within three points or less. Using data constructed from 2009-2011 NFL regular season games, we find that neither quarterback rating nor the number of All-Pro players affect the speed at a which a team reaches field goal …
Detecting Mobility Patterns In Mobile Phone Data From The Ivory Coast, 2013 University of San Francisco
Detecting Mobility Patterns In Mobile Phone Data From The Ivory Coast, Matthew Dixon, Spencer P. Aiello, Funmi Fapohunda, William Goldstein
Business Analytics and Information Systems
This paper investigates the Data for Development (D4D) challenge [3], an open challenge set by the French mobile phone company, Orange, who have provided anonymized records of their customers in the Ivory Coast. This data spans a 5 month (150 day) horizon spread across 4 different sets containing antenna-to-antenna traffic, trace data for 50,000 customers at varying spatial resolution, and social graphs for 5,000 customers. By leveraging cloud-based and open-source analytics infrastructure to (1) merge the D4D datasets with Geographic Information System (GIS) data and (2) apply data mining algorithms, this paper presents a number of techniques for detecting mobility …
Portfolio Optimization With Correlation Matrices: How, Why, And Why Not, 2013 University of San Francisco
Portfolio Optimization With Correlation Matrices: How, Why, And Why Not, Manuel Tarrazo
Finance
Correlation is used frequently both in the classroom and in professional environments to illustrate and summarize investment know-how, especially with regard to diversification. Pedagogically, the initial build-up on correlation, which reaches its climax while describing a hypothetical two-variable optimization case, abruptly disappears when the discussion reaches optimizations of several securities, thereby stopping short of running a full-fledged, correlation-based optimization. Why is that so? We offer some explanations. First, correlations initially seem to provide clarification of the workings of the optimization, specifically with respect to how security risk-relations affect optimal weights. However, the variable transformation required changes coordinates, thus making correlation-based …
Uses And Misuses Of The Black-Litterman Model In Portfolio Construction, 2013 University of San Francisco
Uses And Misuses Of The Black-Litterman Model In Portfolio Construction, Ludwig B. Chincarini, Daehwan Kim
Finance
The Black-Litterman model has gained popularity in applications in the area of quantitative equity portfolio management. Unfortunately, many recent applications of the Black-Litterman to novel aspects of quantitative portfolio management have neglected the rigor of the original Black-Litterman modelling. In this article, we critically examine some of these applications from a Bayesian perspective. We identify three reasons why these applications may create losses to investors. These three reasons are: (1) Using a prior without "anchoring" the prior to an equilibrium model, (2) Using a prior and an equilibrium model that conflict with one another, and (3) Ignoring the implications of …

An Integrative Lean Assessment Model For Distribution Centres., Amr Mahfouz, Laura Smith, Amr Arisha
Conference papers
It is hard to benefit fully from lean manufacturing without having an efficient distribution centre. Applying lean distribution concept helps to reduce distribution centres waste while maintains customer service level high. The purpose of this study is to develop a lean assessment model that enables distribution managers to measure and improve the leanness levels of their companies. A data driven analytical approach (i.e. factor analysis) is used to assess leanness quantitatively. A lean index score is calculated to benchmark the leanness level of four distribution companies based in Ireland and UK. Results recommend that special attention should be taken on …
Busy Boards, Cash Holdings And Corporate Liquidity: Evidence From Uk Panel Data, 2013 Technological University Dublin
Busy Boards, Cash Holdings And Corporate Liquidity: Evidence From Uk Panel Data, Valentina Tarkovska
Conference papers
This study examines the effect of board busyness on corporate cash holdings. We offer new insights by evaluating two conflicting views regarding the quality of service that busy directors provide to corporate boards and their impact on decision making. One view is that directors who simultaneously serve on multiple boards improve board decision making ability as they have better experience and bu siness connections (reputational effect). The opposite view is that directors with multiple seats are “too busy to mind the business”, which creates serious agency problems and leads into suboptimal corporate decisions(busyness effect). We analyse a large sample of UK …
Critical Moments And Second-Chance Education Constructing Socially Excluded Women's Stories Of Career Success, 2013 Technological University Dublin
Critical Moments And Second-Chance Education Constructing Socially Excluded Women's Stories Of Career Success, Sue Mulhall
Articles
This paper narrates the role of education/training in the career success stories of twelve women on an Irish active labour market programme, Community Employment (CE). All from lower socio-economic groups, having early school-leaving backgrounds, and, prior to CE, were long-term unemployed. CE enhances the employability of the long-term unemployed by offering work opportunities and providing education/training. Using narrative inquiry, it understands how the women (re)construct their interpretations of their career success following critical moments of change in their lives. The paper narrates the stories on a case-by-case basis according to the category of critical moment that each participant experienced and …
Informational Diversity And Entrepreneurial Team Performance: Moderating Effect Of Shared Leadership, 2013 Montclair State University
Informational Diversity And Entrepreneurial Team Performance: Moderating Effect Of Shared Leadership, Wencang Zhou, Donald Vredenburgh, Edward G. Rogoff
Department of Management Faculty Scholarship and Creative Works
A research need exists regarding the relationship between entrepreneurial team informational diversity and team performance, including the conditions under which such diversity might benefit performance. This study explores the moderating effect of shared leadership on the relationship between informational diversity and entrepreneurial team performance. Four dimensions are used to measure informational diversity: functional specialty, educational specialty, educational level, and managerial skills. The results show that functional specialty diversity can improve entrepreneurial team performance. Managerial skill diversity can improve entrepreneurial team performance when leadership is shared among team members. These findings advance the understanding of entrepreneurial team performance and provide practical …
Determining The Optimal Values Of Exponential Smoothing Constants--Does Solver Really Work?, 2013 Montclair State University
Determining The Optimal Values Of Exponential Smoothing Constants--Does Solver Really Work?, Handanhal Ravinder
Department of Management Faculty Scholarship and Creative Works
A key issue in exponential smoothing is the choice of the values of the smoothing constants used. One approach that is becoming increasingly popular in introductory management science and operations management textbooks is the use of Solver, an Excel-based non-linear optimizer, to identify values of the smoothing constants that minimize a measure of forecast error like Mean Absolute Deviation (MAD) or Mean Squared Error (MSE). We point out some difficulties with this approach and suggest an easy fix. We examine the impact of initial forecasts on the smoothing constants and the idea of optimizing the initial forecast along with the …

Benford's Law: Analyzing A Decade Of Financial Data, Fatima A. Alali, Silvia Romero
Department of Accounting and Finance Faculty Scholarship and Creative Works
This study uses a decade of financial accounting data to examine if and how they depart from Benford's Law. Using a large sample of U.S. public companies, we conduct an analysis of the first-two digits of data items generally used in research to measure total accruals and discretionary accruals and where fraud, restatements, and enforcement actions are revealed. We break down a decade of data into six subperiods; pre-SOX Period (2001), SOX 1 Period (2002-2003), SOX 2 Period (2004-2006), SOX 3 Period (2007), Crisis 1 Period (2008), and Crisis 2 Period (2009-2010). We find different indicators of manipulation during the …
