This research studies the presence of ex-post moral hazard in the prevent planting provision from the crop insurance program in cotton, corn, and soybeans for the Plains Region and Southeast Regions of the U.S. Three fixed effect models are developed using the proportion of prevent plant acres as the dependent variable, as well as weather, input price, expected harvest price and a break-even point for the independent variables. There is limited recent research on the economic development strategies that local officials, state, and federal governments are employing in rural Alabama. To better understand these strategies, the data were collected from local community officials in two rural Alabama counties. The objectives are to examine what efforts are being used, and what resources are available for economic development efforts. The study examined the impact of selected factors on farm income in the Alabama Black Belt Counties (ABBCs) and Non-Alabama Black Belt Counties (NABBCs). Data were obtained from the 2017 Census of Agriculture and analyzed using ordinary least square regression analysis. The results revealed that for the ABBCs, average size of farms, government payments, and average farm production expenses significantly affected average cash farm income (ACFI); for the NABBCs, median size of farms, government payments, and average farm production expenses significantly affected ACFI. These algorithms can be qualitative and subjective, such as following a 7-step process, to highly quantitative procedures like minimax regret, or linear programming. These techniques are very different from each other, but in one way they are very similar; they never, ever suggest the manager become emotional and use past decisions to guide the future.

Past decisions and events should guide decision-making. They help managers assign probabilities as well assessing performance. Viewing these events and situations as permanent paths is where sunk costs become problematic.

Cattle (Bos spp.) producers routinely spread fertilizer or broadcast poultry (Gallus gallus L.) litter to improve forage production. With poultry litter widely available across the southeastern United States and being a cheaper source of plant nutrition than commercial fertilizer when proximal to application sites, the novel application of litter below the soil surface, while costly, allows for greater nutrient retention than broadcasting. The 2018 Farm Bill is set to expire in September 2023. New farm bill legislation will be needed by then if authority is to be extended for a wide range of programs from farm support to conservation, nutrition assistance, credit, trade promotion, rural development, research and education, and more.
