Contemporary Issues in Juvenile Justice

This qualitative descriptive study used Agnew's general strain theory of crime and delinquency as lens through which to interpret the recent developments of juvenile gangs and gang-related activities in Houston, Texas. Agnew strain theory's main prepositions describe: 1) an inability to achieve goals that are valued positively, 2) an absence of positive goals, and 3) a presence of negativity or crime. These were assessed in terms of applicability to joining gangs in Houston. Contemporary Issues in Juvenile Justice

While youth courts experience tremendous growth nationwide, their utility is largely unproven, particularly in state-level contexts. This study conducted a cost-benefit analysis of South Carolina's youth courts. The study found that while youth courts and family courts produced comparable recidivism rates, youth courts were substantially less expensive for comparable adjudications. The relative efficiency of youth courts, however, was neither monolithic nor guaranteed. Individual youth courts displayed considerable variation and some youth courts were not as efficient as their traditional family court counterparts. Inefficient youth courts had low caseloads, typically resulting from inefficient or immature referral systems and a reliance on …

This paper examined the usefulness of jail reentry programs as an alternative towards increased jail and prison costs. Policy issues for returning inmates could and often did include future employment prospects, housing and public safety. Prisoner reentry programs generally fell into two broad categories; faith and non-faith based. Generally, non-faith programs were conducted in jail or prison while the individual was incarcerated for an extended period of time.Non-faith type programs involved classes on anger management, G.E.D. attainment, college credits, or alcohol or drug abuse therapy. Since 1991 the Liberation Tigers of Tamil Eelam have used female suicide operatives in their civil war with the Sri Lankan government. Gaps in research about these phenomena suggest that it’s not seen as a gender specific problem and that female suicide bombers can be compared toe to toe with their male counterparts. I contend that the situation surrounding female suicide terrorism is unique and that certain discernable socioeconomic indicators can explain the reasons behind why some women of Sri Lanka become more active in suicide terrorism. The most significant development in criminal sentencing in recent decades has been the shift from indeterminate to determinate sentencing. Yet no study has systematically explored the factors leading to this shift. In this Article, we provide the first analysis to explain why state legislatures enact reforms that significantly reduce both judges’ and parole boards’ discretion over criminal sentencing. First, we develop a political economy model that explains why legislatures acting in their own self-interest may be motivated to enact these laws. Our model predicts that legislatures are more likely to enact determinate sentencing reforms when there is tension among the …

In 1992 and 1995, data were collected from 29 Navajo Native American adolescent mothers. In 2007 and 2008, data were collected from 21 of the original 29 (72%). Guided by feminist family theory, this investigation sought to (a) examine Navajo adolescent mothers’ intimate partner relationships during the transition to parenthood, (b) identify themes in the young mothers’ intimate partnerships across time, and (c) assess participants’ psychosocial well-being in adulthood. Four themes emerged in the women’s long-term intimate relationships: limited support, substance abuse, infidelity, and intimate partner violence. Implications of the findings and suggestions for future research are discussed.

The purpose of this thesis is to integrate the labeling perspective and social support perspective into the central causal process of Charles Tittle's control balance theory. This will explain the linkages between child maltreatment and delinquency. The child maltreatment experience and the consequent label of victim affect a youth's self concept which in turn affects how a provoking event will be interpreted. The child maltreatment experience lessens the amount of control imbalance necessary for a provoking event to be interpreted as humiliating. The victim label also affects motivation for deviance indirectly through its effects on the control ratio and opportunity …

The article presents the curriculum for training community corrections professionals on how to deal with low-level/low-risk sex offenders, with emphasis on the role of various agencies in the collaborative response system. The role of probation and parole officers as the sex offender's external conscience is explained as well as the duties of law enforcement officers in responding to sex offenses. Jail staff may become involved by being court staff, prison staff and treatment staff.

This article proves readers with a brief introduction to evidence-based practices and the integrated model developed by NIC and CJI. Evidence-based principles provide some direction for agencies considering using electronic monitoring or other electronic supervision tools in their jurisdictions. Deciding to place any offender on electronic supervision requires an adequate risk assessment to determine the individual's risk and criminogenic need factors. The assessment is a foundation for the rest of the supervision period. Forgoing adequate assessment would be like building a building on a faulty foundation. The building will ultimately collapse and fail to provide safety.

Media piracy, in Malaysia, is organised through illicit negotiations between a dominant crime syndicate and consumers, street-corner gang leaders, the Malaysian police, custom officers and directors of the Malaysian Film Censorship Board. These key social actors who crossover class, race, religion, gang membership, and bridge porous legitimate and illegitimate commercial and political sectors of society establish a mutually collaborative relationship by negotiating their asymmetrical social capital, according to a conventional cost-benefit analysis. This paper investigated the predictive relationship between individuals' career aspirations, dispositional variables such as temperance mentality and need for closure, and recent cannabis use, and attitudes towards the Cannabis Infringement Notice (CIN) scheme in Western Australia; and also examined if differences in attitudes towards CIN scheme existed between different career aspiration groups. The CIN scheme, a harm reduction strategy, came into effect on 22 March 2004 (Lenton, 2004). Harm reduction is one of three strategies encompassed by the policy of harm minimisation, which underpins Australia's approach to drugs and drug related harm (Ryder, Walker, & Salmon, 2006).
