There seems to be limited research and understanding as to why for-profit prisons exist in the United States. The initial selling points used to sell private prisons to states and counties were that they would reduce recidivism and cost. Recent peer-reviewed studies have found, however, that neither are the case. This could lead one to ask why for-profit prisons are still used in America. This dissertation explores the development and effects of the “aggravated felony”—an expansive legal category that has spurred the detention and deportation of hundreds of thousands of immigrants, including many green-card-holding lawful permanent residents, over the past thirty years. Offenses in this category need not be “aggravated” nor “felonies,” but rather, include a broad range of criminal convictions, including misdemeanors, ranging from check fraud and simple drug possession to drug trafficking and murder. Non-citizens in removal proceedings based on aggravated felony convictions are mandatorily detained and almost certainly deported—usually without legal representation. This project centers the multi-generational familial relationships between system-impacted Black women, mapping and uncovering the ways in which incarceration and practices of punishment impact, shape, hurt, and displace Black femme lineages. Through a qualitative lens and a specific focus on the current social and political landscape of Los Angeles, this dissertation examines the ways Black women are impacted by carceral ideology; from punitive definitions of Black womanhood, to the surveillance on Black femme familial intimacy and the rupture of Black women’s sense of home and place. The disenfranchisement of felons in the United States evolved from a historical precedent brought to the Americas during colonization. Our country adopted the political philosophy that shaped criminal voting laws around the country—criminals are unable to govern themselves and therefore unable to govern a country; their participation in our government would be danger to the purity of the ballot box. With rising racial tensions after Reconstruction, preserving the purity of the ballot box became a preservation of the white vote. Purpose: The purpose of this qualitative phenomenological study was to describe citizen perceptions of the impact of community policing in 2 selected, ethnically diverse, low-income communities that have national safety ratings between 0% and 25%. The study explored the 8 pillars of community policing: partnerships, problem solving, procedural fairness, proscribed scope, protection, professionalism, purpose, and principles and their impact on citizens’ perception of their local law enforcement agencies.

Methodology: The study was qualitative with a phenomenological approach to research.

This paper outlines a plausible mechanism whereby the country of Honduras could curtail gang violence within its borders with the eventual intent of exterminating gangs in Honduras. First, the need for such a plan is presented, with current statistics on the violence in Honduras. The paper then explores the possible use of an adapted form of Cold War containment policy against Honduran gangs. This method of containment would work by hindering the activities of the gangs and more importantly by addressing the societal factors that contribute to gang proliferation. Individuals with intellectual and developmental disabilities (I/DD) have some of the highest rates of sexual violence of any group—at least 7 times the rate for people without disabilities. (6) Attempts to alleviate this problem have been unsuccessful and based on the Medical Model of Disability, which views people with I/DD as inherently vulnerable and in need only of protection. Viewing people with I/DD as inherently vulnerable further stigmatizes them and increases dependency on others, instead of fostering capabilities and independence. This work examines the influences the media had in the “serial killer era” of the late 1960s into the late 1980s. While serial killers have made headlines in America since the 1896 capture of H. H. Holmes (Brown et al, 2015), the two-decade long hangover after the 1960s brought a rise of these violent offenders the likes of which had never been seen (Aamodt, M. G. 2016). Increased media attention on college crime has led to greater prioritization of campus safety when selecting a college to attend. This, coupled with society’s view of higher education as a necessity to succeed in the labor market, creates a potential tradeoff between safety on campus and future job success. To analyze such tradeoff, I examine whether college crime affects retention rates at four-year American institutions. When women involved in prostitution experience multiple and intersecting needs, they may face barriers in accessing help and support. These barriers can include geographical location and opening hours of agencies, limited childcare support, and a lack of female-only provision. As a result, women are frequently disadvantaged, and their personal safety put at risk, as they become increasingly vulnerable to exploitation, particularly if they do not have access to secure accommodation. From the fourth to the sixth grades, Charles V. Sords suffered traumatic sexual abuse by Catholic clergy. He suppressed these memories, yet the pain of what happened impacted every aspect of his life. As an adult, several strong, sensory experiences brought the truth of his childhood into focus. He confronted the Church—and the system that protected clerical criminals. This memoir is an account of childhood sexual abuse, the particularly shameful nature of being raped by priests, and how the Catholic Church’s method of handling this and similarly horrifying revelations has re-traumatized survivors.
