This document compiles information on mentoring programs in San Diego and Imperial Counties. The goal is to provide a clear picture what mentoring programs are being implemented and to give basic information about those programs as of June 2021.

The purpose of the document is three-fold. First, as a deliverable under the Project Safe Neighborhoods initiative (PSN), it is designed to provide basic information to the US Attorney’s Office and others involved in the PSN on the range of mentoring programs that exist. The study examines the effects of visual framing in news coverage of law enforcement use of lethal force. In a 2X2 online experiment, participants read one of four versions of a news story that included visual racial cues (images depicting a Black vs. a White victim) and a delinquent/normative frame—depicting the victim wearing attire that signifies either normative or delinquent behavior (regalia vs. a hooded sweatshirt). Both race and delinquency framing influenced the readers’ stereotype endorsement and feelings toward Black Americans. However, judgment of the police officer’s behavior solely depended on the victim’s race. These findings demonstrate the importance of …

Many cities in the United States experienced increased gun violence during the COVID-19 pandemic of 2020 and 2021. Shootings in New York City grew sharply in 2020 and remained elevated in 2021, but the degree of increase may be in decline. This databit looks at the percent change in shootings citywide by quarter and shooting incidents across the NYC boroughs by quarter from 2007 to 2021.

What leads an offender to go back to prison? This researcher has lived in the Georgia State prison system for 3.5 years. Using personal insights as well as analytics, this researcher analyzes Iowa state’s six-year data set tracking recidivism of released offenders and recommends changes to the prison system to address the analytical findings.

The Iowa recidivism data set includes the following information for all offenders: age group, type of release (parole vs different discharges), release year, original offense, and whether they recidivated. White Racial Identity is a relatively new concept with little to no consensus as to the operationalization of such identity. The first ever White Racial Identity model was developed by Janet E. Helms in 1990. The role of White racial identity has been studied in the context of the racial gap in employment and its influence on racial attitudes, but it has yet to be studied in the context of the juvenile justice system. Despite increasing empirical research on suicide terrorism since the 9/11 terrorist attacks, prior studies have focused primarily on radical Islamic terrorism in non-Western contexts. As a result, less is known about how murder-suicide attacks committed by other ideological movements unfold, particularly the extreme far-right in North America and Europe. Research shows that crime news is a primary mechanism for shaping public consciousness surrounding legal order, social morality, and threats present in their citizens communities. This research explores how news media influences negative attitudes towards criminal justice reform and Black identity. Utilizing Framing Theory, this study focuses on whether negative stereotypes in crime news triggers racial prejudice and bias towards African Americans. These particular experiences are the result of a history of biopolitical control affecting Black and brown communities and have a quintessential origin in enslavement. Recent trends indicate that incidents of hate crime have become increasingly more violent since 2017, resulting in an overall increase in incidents of bias homicide specifically. Knowledge of bias crime among the general public largely derives from news media sources and, unfortunately, research that illustrates how the media covers and/or portrays bias crime incidents remains underdeveloped. Violence against women is a worldwide phenomenon, and while brutal crimes shock us, it is nothing exceptional. This social construction of violence against women is displayed through the media's language. The language then portrays structures of power dynamics, fueling patriarchal discourse, where masculinity becomes the king, and femininity denigrated, birthing a rape culture. This study explores the impact of media reporting of gang rape cases of women in India and investigates the media reporting of nine different gang rape cases, post 2012 Delhi gangrape.
