Conventional wisdom holds that the ‘brain drain’ of health professionals from Africa is deeply damaging to the continent. Recently, a group of North American and European neo-liberal economists has challenged this conventional wisdom, variously arguing that the negative impacts are highly exaggerated and the compensating benefits many. The benefits include various forms of “diaspora engagement” in which those who have left then engage through sending remittances, direct investment, knowledge and skills transfer, return migration and involvement in diaspora associations. Although Zimbabweans have often crossed into Botswana for various reasons, the numbers involved escalated dramatically after 2000 as Zimbabwe entered a prolonged economic and political crisis from which it has still not recovered. While considerable research and policy attention has been given to the migration of Zimbabweans to South Africa, their movement to Botswana has a much lower profile, except when the two countries engage in charges and counter-charges over issues such as the building of electrified fences between the two countries or the corporal punishment of Zimbabwean migrants in Botswana. Studies of the Zimbabwean diaspora tend to focus on migrants in South Africa and the United Kingdom. This is the first major study of Zimbabwean migration to Canada. The report presents and discusses the findings of a SAMP survey conducted across Canada in 2010. It first discusses the recent history of migration from Zimbabwe to Canada and then provides a demographic and socio-economic profile of the Zimbabwean diaspora in Canada. The report also examines the linkages that Zimbabweans in Canada maintain with Zimbabwe, and the potential for return migration.

In 2008, South African Brandon Huntley was given refugee status in Canada by the Canadian Immigration and Refugee Board (IRB). The unprecedented decision, based on Huntley’s claim that as a white South African he was the victim of racial persecution in South Africa, caused a firestorm. Interest in the case was particularly intense in South Africa itself where the decision was derided in the media and the South African government lodged a formal protest with the Canadian government. This study explored policies and programmes aimed at facilitating remittances inflows through formal channels and leveraging remittances for development in Lesotho. The study also looked into regulations and laws on remittances. In order to answer key questions of this study, semi‐structured questionnaires were administered to 29 institutions, including commercial banks, an asset manager, insurance companies, telecommunication companies, government ministries, parastatals, a research institution, a retailer, a savings and credit cooperative and non-governmental organizations. The Filles Éveillées (“Girls Awakened”) program provides migrant adolescent domestic workers in Burkina Faso with the skills, knowledge, and social capital to reduce their vulnerability and increase their opportunities. The program consists of three elements: a safe space for girls to meet, access to same-sex peers to develop social networks, and a female mentor. This report summarizes the results of an evaluation of Filles Éveillées aimed to improve the program in its second cycle. Burkina Faso has the tenth youngest population in the world, with 45 percent of the population below the age of 15. Young people in Burkina Faso, especially adolescent girls, have few economic opportunities, particularly in rural areas. This drives migration to urban areas in search of employment. On their own, girls are physically and economically vulnerable and many are at heightened risk for gender-based violence. The Population Council conducted formative research in 2010 to better understand the situation of migrant adolescent girls in domestic service in urban Burkina Faso, and subsequently designed a safe spaces intervention. Women throughout the Somali diaspora are renowned for their commitment to provide financial support to their families abroad (see, for example, Horst 2007). Although it has only been in recent years that women have been migrating to South Africa, their sense of responsibility to remit is equally as strong as those women’s who left Somalia in the early 2000s and before. This study explored the ways in which intercultural relationships are affected by cross-cultural transition through the lens of the female experience. Specifically, this research examined (1) in what ways women felt that cross-cultural transition impacted their relationship, especially with regards to cultural values and male-female role taking; and (2) what kinds of benefits women experienced in their relationships as a result of moving across cultures with their partner. A total of 15 non-Chilean women in intercultural relationships with Chilean men were interviewed; all women had lived with their partners in her home country and then moved together to Chile.

In the mid 1990s the Filipino government adopted a new export-led development policy in an attempt to attract new investments and lower the unemployment rates throughout the country. The central idea was to provide foreign investors more access to Filipino markets and labor by giving them investor tax breaks and lowering trade tariffs. In return, the government hoped that investors would bring large amounts of capital into designated areas thereby creating new jobs and stimulating the domestic economy. Jordan has also witnessed considerable forced migration, primarily due to the Israeli-Palestinian conflict and other conflicts. The recent focus on diasporas by policy-makers researchers has highlighted the rich potential of migrants as a force for shaping development activities in their countries of origin. The study of diasporas in development presents researchers a number of significant challenges. As Vertovec and Cohen suggest, ‘one of the major changes in migration patterns is the growth of populations anchored … neither at their places of origin nor at their places of destination’. Refugees in Egypt have endured roughly five years of protection crisis. But as the High Commissioner for Refugees recently said, there is today an opportunity for “a new beginning for refugee protection in Egypt.”Taking advantage of this opportunity requires a bold strategy that addresses both the rights of refugees under law and the interests of Egypt as a country. The best way forward is for UNHCR to ask the Government of Egypt to re-negotiate the 1954 Memorandum of Understanding with the stated purpose of implementing Egypt’s obligations under international law, based on the principle of shared responsibility.

The end of apartheid undermined the rationale for apartheid-era immigration. Immigration from Europe (which had been declining in the 1980s) dwindled to almost nothing as the new government dissociated itself from the racist immigration policies of the apartheid era. At the same time, downsizing and mine closures in the 1990s led to a dramatic decline in employment opportunities for African migrants in the mining industry. Scholars have posited that “transnational motherhood” has reorganized they way that migrant mothers make meaning and participate family life in both of their host and home contexts.
