In the past, HIV prevention efforts have focused primarily on developing risk-reduction interventions for those presumed to be HIV-negative and therefore at risk of becoming infected with HIV. In recognition of the need for prevention among people living with HIV (PLHIV), programs have been initiated in Africa, but primarily in clinical settings for those who are on antiretroviral therapy (ART). There is little knowledge about how to reach those PLHIV not on ART, and therefore not in regular contact with the health system or with effective prevention messages. David Vail asks whether population will rebound in Maine’s rural “rim” counties and whether investing to enhance “quality of place” can attract large numbers of rural settlers. Review of the evidence suggests that Maine’s rim counties are not experiencing a population rebound and that rural counties vary greatly in their ability to hold onto existing residents or attract new ones. Vail argues that quality-of-place investments should not be considered as a core development tool for rural areas, but that they can complement traditional rural economic policy measures. “Ethiopia Gender Survey: A Study in Seven Regions” is a 2009 population-based survey. Over 8,000 Ethiopian women aged 15 to 49 were interviewed to examine a better understanding of HIV behavior, gender issues and reproductive health in Ethiopia. The information serves as the baseline survey for four initiatives in Ethiopia related to adolescent health and development, gender-based violence, women’s empowerment, and female genital cutting/ mutilation.

Looking at the current employment situation of youth in six states in India, this Population Council policy brief argues that significant investment in terms of appropriate policies and programs is required to improve the employability of youth in the country and thereby enable them to find full and productive employment. Concerted efforts to improve the employability of youth and to enhance the reach of existing programs aimed at job creation among youth are most urgently required in states like Bihar, Jharkhand, and Rajasthan. This policy brief documents the extent of pre-marital romantic and sexual relations experienced by young men and women in Andhra Pradesh, India and the extent to which pre-marital sexual experiences among young people are informed, safe, and wanted. Findings clearly highlight that many young men and a small minority of young women in Andhra Pradesh had engaged in sex before marriage and that many of them had initiated sexual activities uninformed, had engaged in unsafe relations, and/or had experienced unwanted relations. Findings that relatively few youth had been exposed to family life or sex education emphasize the need for increased …

This policy brief describes the Population Council’s project to improve access and use of demographic, health, and other public sector data that are essential evidence for development policy planning and evaluation. In many countries, access to data is limited and, when data are available, the format is rarely user-friendly for nonprofessionals, limiting their potential applications. In recent years, the Population Council has examined access to and sharing of data through case studies in Ethiopia, Ghana, Senegal, and Uganda. In phase II of the project, the Council will strive to promote domestic demand for data by working with key intermediaries—the media.

Looking at the current educational and employment situation of youth in Andhra Pradesh, this Population Council policy brief argues that significant investments in terms of appropriate policies and programs are required to enable the state to achieve the Millennium Development Goals of universal primary education and elimination of gender disparity in primary and secondary education, harness its demographic dividend, and enable its youth to participate in and benefit from global development. Notwithstanding the state’s existing policy commitments, findings indicate that several challenges remain. The brief recommends a number of policies and programs to overcome these challenges.

The development of a context-appropriate program to delay marriage in rural Ethiopia took place over many years and in stages. The program that ultimately became known as “Berhane Hewan” was developed by building an evidence base of understanding on the populations being served and developing partnerships between the Population Council and like-minded agencies with complementary expertise. The Berhane Hewan pilot demonstrated that significant impacts can be made on the social, educational, and health status of adolescent girls in a short period of time, through well designed and implemented support programs. Using nationally representative cross-sectional data from the Nepal Living Standards Survey, this Population Council working paper examines the influence of the nature of mothers’ work on Nepali children’s schooling outcomes. It analyses whether the engagement of mothers (and fathers) in nonagricultural work has significant consequences for their children’s school attendance and grade attainment, compared with these consequences when parents’ work is in traditional subsistence agriculture. Results indicate that children of parents who both work in the nonagriculture sector are significantly more likely to have attended or currently be attending school and have higher grade attainment, compared with children whose parents …

This report, the result of a project undertaken as part of the Health and Population Innovation Fellowship administered by the Population Council, presents findings about the influence of films and television, as well as that of friends and the family, on the behaviors of college students in south Karnataka, India. This report adds to the growing body of evidence, particularly in India, of the importance of films and TV in young people’s lives. When “one of our own” commits mass murder, mechanisms that sustain our social order are opened to question. Based on two samples of newspaper editorials written in 1995 ‐ either after the poison gas attack in the Tokyo subway or after the Oklahoma City bombing ‐ evidence is provided that Japanese editorialists advised strategies for retaining order, whereas Oklahoman authors endorsed ones for reestablishing it. In accordance with Simmel’s distinction between faithfulness and gratitude as social forms, Japanese advised faithful continuation of wholesome interactions with their terrorists, whereas Oklahomans expressed gratitude for rescue workers’ assistance.
