This applied dissertation was designed to explore the relationship between factors related to police work and whether these factors help predict domestic violence in a sample of officers of the Puerto Rico Police. The following factors were explored in this study: external burnout, alcohol abuse, department withdrawal, and authoritarian spillover. This study was based on a previous study by Johnson et al. (2005), which revealed that violence exposure and domestic violence among police officers are linked according to four mediation chains. ปัญหาความรุนแรงด้านอาวุธปืนของโลกในปัจจุบันที่มีแนวโน้มสูงขึ้นทุกปี โดยเฉพาะเหตุกราดยิงที่สามารถสร้างความเสียหายต่อการก่อเหตุหนึ่งครั้งได้อย่างรุนแรง ดังนั้น จึงได้นำมาสู่การศึกษาบริบทความรุนแรงของสถานการณ์กราดยิงและการควบคุมอาวุธปืน การศึกษาวิเคราะห์เปรียบเทียบมาตรการควบคุมอาวุธปืนหลังเหตุกราดยิง และการศึกษามาตรการควบคุมอาวุธปืนที่เหมาะสมกับไทย โดยการวิจัยเชิงคุณภาพ ด้วยการวิเคราะห์ข้อมูลเอกสาร กฎหมาย และมาตรการที่บังคับใช้ รวมถึงการสัมภาษณ์เชิงลึกกับผู้เชี่ยวชาญและผู้มีส่วนเกี่ยวข้อง โดยมีขอบเขตการศึกษาในประเทศไทย สหรัฐอเมริกา ออสเตรเลีย และนิวซีแลนด์ ผลการศึกษาพบว่า สถานการณ์กราดยิงในแต่ละประเทศมีความแตกต่างกันในด้านจำนวน ความรุนแรง และมูลเหตุจูงใจ ในประเทศไทยมีเหตุกราดยิงเกิดขึ้นจำนวนกว่าความเข้าใจของสังคมที่มาจากการรายงานของสื่อ แตกต่างจาก สหรัฐอเมริกาที่กราดยิงเกิดขึ้นบ่อยและรุนแรง ส่วนในออสเตรเลียและนิวซีแลนด์มีมาตรการควบคุมอาวุธปืนที่เข้มงวดหลังเหตุกราดยิง ซึ่งมีส่วนสนับสนุนให้จำนวนเหตุกราดยิงลดลง ขณะที่ประเทศไทยยังมีกฎหมายที่ล้าสมัยและขาดการบังคับใช้ที่มีประสิทธิภาพ ทำให้มาตรการควบคุมอาวุธปืนไม่สามารถลดความรุนแรงของเหตุการณ์ได้ โดยข้อเสนอแนวการควบคุมอาวุธปืนจะต้องปรับปรุงกฎหมายควบคุมอาวุธปืนให้ทันสมัยและเข้มงวด อาทิ การตรวจสอบประวัติและสุขภาพจิตของผู้ขอใบอนุญาต และการจัดเก็บอาวุธในตู้เซฟที่มีระบบล็อกอัตโนมัติ นอกจากนี้ ควรส่งเสริมการแจ้งเบาะแสจากประชาชน และสนับสนุนการวิจัยเกี่ยวกับปัญหาอาวุธปืนในประเทศไทย

การวิจัยเรื่อง “แนวทางการปรับปรุงกระบวนการยุติธรรมทางอาญาเพื่อคุ้มครองสิทธิผู้เสียหายคดีข่มขืนกระทำชำเรา” มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาในการปฏิบัติต่อผู้เสียหายในการดำเนินคดีข่มขืนกระทำชำเราในประเทศไทย และศึกษาแนวทางในการปรับปรุงกระบวนการยุติธรรมทางอาญาเพื่อคุ้มครองผู้เสียหายคดีข่มขืนกระทำชำเราในประเทศไทย โดยใช้การวิจัยเชิงคุณภาพ ด้านการวิจัยเอกสารและเทคนิคการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 10 คน จากบุคลากรในกระบวนการยุติธรรม สหวิชาชีพที่เกี่ยวข้องกับกระบวนการยุติธรรม เครือข่ายภาคประชาสังคม และนักวิชาการกฎหมายและกระบวนการยุติธรรม ผลการศึกษาพบว่า สภาพปัญหาในการปฏิบัติต่อผู้เสียหายในการดำเนินคดีข่มขืนกระทำชำเราในประเทศไทย เกิดจากสภาพปัญหาหลัก 5 ด้าน คือ 1) ด้านผู้เสียหาย 2) ด้านสังคม 3) ด้านกฎหมาย 4) ด้านกระบวนการยุติธรรม 5) ด้านคุ้มครองสิทธิ ทั้งนี้ จากงานวิจัยค้นพบว่า กระบวนการยุติธรรมทางอาญาในปัจจุบันยังคุ้มครองสิทธิผู้เสียหายคดีข่มขืนกระทำชำเราไม่ครอบคลุมเพียงพอ จึงควรปรับปรุงกระบวนการยุติธรรมทางอาญา โดยเริ่มตั้งแต่การให้ความสำคัญต่อสิทธิผู้เสียหายคดีข่มขืนกระทำชำเราอย่างชัดเจน รับรองสิทธิผู้เสียหายคดีข่มขืนกระทำชำเราด้วยการบัญญัติกฎหมายไว้เป็นการเฉพาะ เพิ่มความเชื่อมโยงระหว่างหน่วยงานในกระบวนการยุติธรรมเพื่อลดขั้นตอนที่ทับซ้อน สร้างองค์ความรู้แก่บุคลากรในกระบวนการยุติธรรมด้วยการจัดทำคู่มือแนวทางการปฏิบัติงานเพื่อที่จะได้ปฏิบัติต่อผู้เสียหายคดีข่มขืนกระทำชำเราได้อย่างเหมาะสม ทำให้ผู้เสียหายคดีข่มขืนกระทำชำเราลดสภาวะการตกเป็นเหยื่ออีกครั้ง และเต็มใจให้ความร่วมมือกับกระบวนการยุติธรรมในการนำตัวผู้กระทำความผิดมาลงโทษสมดังเจตนารมณ์ของกฎหมาย

This final report provides the findings of a multi-year project to understand the effects of successive drug policy efforts in Oregon. Since 2013, Oregon has implemented three changes that reclassified and lowered the seriousness of low-level drug possession offenses, with multiple years between each policy change: Justice Reinvestment in 2013, defelonization in 2017, and decriminalization in 2021. This project parses out the individual impacts of these unique events on law enforcement, prosecution, courts and sentencing, and public safety & health.

This research aimed to study what occurs when a theory of change (ToC) is co-created in a social enterprise serving individuals facing barriers to employment. The study included the following three objectives: identifying the barriers and facilitators experienced by those implementing the ToC, gathering the perspectives of program end users on the ToC, and exploring how the ToC would facilitate impact measurement. The study sought to explore the impact of the New York State “Bail Reform Act of 2019,” in rurality. It examined some of the legislative goals of the law, the claim that it caused crime, and offender experiences in rurality. Secondary data was used to map the rural crime landscape and primary data was collected from offenders during face to face interviews. The study was framed using deterrence and opportunity approaches and situated within the broader field environments; legislative, courtroom, and community. Court environments can be stressful and induce anxiety in victims, witnesses, and other court users. Taking heed from justice facilities in other jurisdictions, the Children's Court of Western Australia introduced Winston, a justice facility dog, at the Perth Children's Court facility to help reduce the stress and anxiety of victims, witnesses, and court users. This article presents survey (n = 55) and interview data (n = 17) from staff and stakeholders who reported positive changes in the court atmosphere, with limited negative impacts on the running of the court. As new technologies emerge and are increasingly used to commit interpersonal cybercrimes like cyberstalking and cyberharassment, the legal system lags in assisting victims in obtaining justice in these types of experiences. This qualitative research study explores how attorney and advocate interviewees from Illinois, New Jersey, and New York view judges’ responsibility to the law in cyberstalking and cyberharassment cases. International Journal on Responsibility

State court judges are influenced by a myriad of factors during criminal case processing. To study the influence of prior legal background on judicial decision-making at sentencing, we performed in-depth qualitative interviews of 39 trial court judges presiding over criminal cases in a Northeastern U.S. state. We find that judges are influenced by their former legal experiences and most judges are cognizant of this influence. While certain sentencing considerations are prioritized for almost all judges (e.g., criminal history, seriousness of the offense), prioritization and processing of many other sentencing criteria are correlated with prior legal background.
