The Industrial Resource Center Network of Pennsylvania is the state’s affiliate of the National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership program. Both the IRC program and the MEP have longstanding traditions of self-assessment and evolution as ways of being accountable to the public and of promoting continuous improvement. The IRC program and the MEP are charged with helping manufacturing in general, and small to midsized manufacturers in particular, improve their competitive position. At least I’ll law what I’m dealing with.”1 Darlene Rhem, a teacher at St. Augustine School located in the Morrisania section of the South Bronx, stated this as she was discussing the decision by the Archdiocese of New York to close the school in June 2011. In this paper, we focus on sewers, sewerage, and sewage treatment inManhattanand their effects on theHudson River. It is clear that feedbacks among drinking water quality and quantity, population, public perceptions, regulations, and estuarine water quality exist, although their strength and character have varied over time. This report presents a before-after study of bike boxes at 10 signalized intersections in Portland, Oregon. The bike boxes, also known as advanced stop lines or advanced stop boxes, were installed to increase visibility of cyclists and reduce conflicts between motor vehicle and cyclists, particularly in potential ?right-hook? situations. Before and after video were analyzed for seven intersections with green bike boxes, three intersections with uncolored bike boxes, and two control intersections. User perceptions were measured through surveys of cyclists passing through five of the bike box intersections and of motorists working downtown, where the boxes were concentrated. Both the …

Community-based operations research is the name of a new sub-discipline within operations research and the management sciences. CBOR synthesizes previous practice and research traditions within OR/MS to address problems within the public sector that are often of a localized nature, that address the concerns of citizens affiliated through characteristics of race, ethnicity and class and other ties and that are solved using diverse qualitative and quantitative methods. Solutions to these problems are developed and implemented by formal and informal organizations, and embody a critical perspective towards traditional notions of decisionmakers, stakeholders and analytic methods. Take Me Out Of The Ball Game: The Efficacy Of Public Subsidies In The Success Of Professional Sports Stadiums, Jonah Chodosh

This paper weights the relative advantages of multiple factors that lead to the success of professional sports stadiums in major markets, though a discussion of the arguments for and against public subsidies towards these projects. Using a logit statistical model, the paper determines that the two factors determining the highest likelihood of venue success include multiple tenants and access to mass transit. The analysis demonstrates that public subsidies towards stadiums don’t generate sufficient economic returns, and that successful stadiums can be created without using taxpayer funds.

This report includes case studies of consolidated dispatch centers in the United States. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges and lessons learned by each entity. The results suggest that, although the experiences among consolidated dispatch centers varied, the elements that should contribute to a successful transition are strong leadership, communication with affected employees, ability to compromise, consistency in treatment of employees, development of standard operating procedures, stakeholder inclusion, and beginning consolidation with a clear plan that treats all participants as equal partners.
