As the national economy inches toward recovery, risk-averse employers are increasingly turning to temporary workers to fill their hiring gaps. In fact, the temporary staffing industry has been a fixture of the US economy for decades. But the industry added a striking 557,000 jobs from June 2009 to November 2011 — more than half of the jobs created during that period. Growth is likely to continue: A 2011 McKinsey survey of 2,000 firms of differing sizes and across various sectors found that more than a third foresaw their companies increasing their use of temporary workers over the next five years. …

The purpose of this study was to examine reasons why batterers drop out of batterers’ intervention programs. A qualitative design was utilized within the framework of Gove’s Prime Physical Theory, Bandura’s Self-Efficacy Theory and Braithwaite’s Reintegrative Shaming Theory. Data collection included interviewing a sample of 22 court mandated male batterers, who had initially dropped out of treatment and had been reinstated. Participants were from a diverse background. Results indicated five key themes that emerged from the batterers’ responses: (1) An overall lack of trust toward the legal system which greatly contributed to anger upon entering group; (2) a lack of …

In any given year in the United States of America at least 100,000 domestic youth are sexually exploited through the commercial sex industry. Current national and state laws do not adequately protect these children from being groomed, pimped, and exploited over and over again in their young lives. A majority of these children are trafficked from, into or within the nation’s most populated state of California. In 2003 the FBI identified three of the country’s 13 high-­‐intensity child sex trafficking cities as being in California. The pressure of rising food prices on low-income households is often assumed to be primarily an issue for developing economies, where fluctuations in food staple prices can have dramatic consequences for food security and social and political stability. Observers often note that Americans benefit from relatively low food prices and spend far less to feed their families than their counterparts in many other parts of the world. The following provides an assessment of the performance of both individual safety net programs and the cumulative impact of all safety net benefits and tax credits on household incomes in the early years during and following the 2007-09 recession. Specifically, I examine the extent to which various benefits and tax credits have moderated the impact of earnings losses for households in different positions in the income distribution, with special attention to the experiences of low-income households. A large population of underserved students and residents in the City of Boston suffer from behavioral and/or discipline problems, as well as substance and/or alcohol abuse. A side effect of this behavior is the increasing instance of trash such as cigarette butts, condoms, syringes and packaging being discarded in public areas. The South Boston Youth Action Center (SBYAC) is tackling this problem by making the community aware of the locations and probable sources of this problem. It provides low-income women with children with access to education, jobs, housing, and emergency services; fosters their personal transformation; and works for broader systems change. The Elder Economic Security Standard Index measures the income that Massachusetts’ seniors need to maintain independence and meet basic living expenses. The sizable gap between Social Security benefits and living expenses occurs throughout Massachusetts, but is more substantial for singles than for couples. Those who are older, single, female or a member of a racial or ethnic minority group are exposed to especially high risk of falling short of Index values. As the number of overweight and obese Americans rises, it becomes increasingly clear that Americans need further incentives to stimulate lasting lifestyle changes. Tax incentives focused on exercise, which have been largely unexplored to this point, are an effective response to the growing obesity problem in the United States that would largely avoid the political opposition that tax policies focused on diet have encountered. In addition, they would also provide a more palatable solution for the taxpayer beneficiaries with a relatively low impact on government revenues. In 2007, Rick Sharga, vice president of marketing at RealtyTrac, stated that with more stringent lending and underwriting standards, “we will likely see a significant foreclosure decrease” within the next three years. However, a sustained and considerable decrease in foreclosures has yet to occur. In fact, the real estate market downfall and resulting mortgage and housing crisis have proven to be wider, deeper, and more serious than first anticipated. Rapid Re-Housing Of Families Experiencing Homelessness In Massachusetts: Maintaining Housing Stability, Tim H. Davis, Terry S. Lane

The American Recovery and Reinvestment Act of 2009 (“Recovery Act”) provided $1.5 billion for the Homelessness Prevention and Rapid Re-Housing Program (HPRP), a temporary program that addressed both homelessness prevention and rapid re-housing of families already experiencing homelessness. The U.S. Department of Housing and Urban Development (HUD) allocated $44.5 million, including $26.1 million to individual Massachusetts communities and $18.4 million to the Commonwealth of Massachusetts. Of its funds, the state allocated $8.3 million for rapid re-housing of families who were living in shelters or motels.

In the spring of 2011, Virginia's legislature passed its first autism insurance mandate via Senate Bill 1062 and House Bill 2467. As a legislative intern for Senator Janet Howell - the primary sponsor of SB 1062 - I was able to track the mandate from beginning to end. I observed conferences between Senator Howell and representatives from autism advocacy groups, I sat in on various Senate and House committee meetings, I carefully reviewed changes in the mandate's text when Senator Howell compressed her two original autism bills into one new bill in order to match Delegate Greason's HB 2467, and …
