ITF Enhancing Human Security (ITF) is a humanitarian, non-profit organization devoted to the elimination of threat from post-conflict and disruptive challenges, including landmines, explosive remnants of war (ERW) and the illicit ownership and use of small arms and light weapons (SALW), in South-East Europe and other affected regions in the world.

Established by the Government of the Republic of Slovenia in March 1998, the initial purpose of ITF was to help Bosnia and Herzegovina in the implementation of the peace agreement and to provide assistance and support in relation to post-conflict rehabilitation.

2013 has been a busy year once again for the APOPO mine action team. In Mozambique APOPO has been instrumental in clearing Gaza Province of landmines and Explosive Remnants of War (ERW) to the point where Gaza has been declared “Impact Free”. The teams have since been deployed to other Provinces within the country to continue their efforts with the aim of assisting Mozambique to achieve full compliance with its Anti-Personal Mine Ban Convention obligations by December 2014.

Inspired by critical social work practice, this study engages in a discourse analysis of Ontario’s Family Health Team (FHT) model. The purpose for this study is threefold; namely, a) to deepen our understanding of health discourses promoted by Ontario’s FHT model; b) to explore how Ontario’s FHT model compares to Haggerty, Burge, Lévesque, Gass, Pineault, Beaulieu, & Santor’s (2007) conceptual model of PHC; and c) to promote critical reflection in order to help inform decisions on how to improve quality of care and enhance health equity in FHTs. In March 2013, GICHD and the Norwegian Refugee Council (NRC) undertook a joint mission to South Sudan on land rights and mine action in order to provide mine action organisations with analysis on land related conflict and practical guidance on how they can ensure their mine action operations “do no harm” and take land issues into consideration. This report summarises the key findings and recommendations from that mission.

Background: Men who have sex with men (MSM) have the highest HIV prevalence in Peru, yet they are underserved by traditional preventive programs. In Peru, the Internet and mobile phones have emerged as an effective and convenient tool to reach this population.

Objective: The objective of this study is to identify features and content that short message service (SMS) should have in order to motivate HIV testing among men who have sex with men (MSM) in Lima, Peru.

Methods: From October, 2010 to February, 2011, we conducted focus groups at two stages; six focus groups were conducted to explore and identify SMS content and features and two additional focus groups were conducted to tailor SMS content. The text messages were elaborated within the theoretical framework of the Information-Motivation-Behavioral Skills model and the Social Support Theory.

Microfinance is a development tool used to reduce poverty among extremely poor households. Impoverished households can access lines of credit through microfinance institutions (MFIs), in order to create a new business, smooth household consumption, fund medical emergencies, etc. Many authors postulate that MFIs are drifting from a welfarist to an institutionalist approach to lending.

Using MIXMarket data on specific MFIs in 118 countries between 1995 and 2011, the average loan balance of these organizations will be regressed against measure of outreach and sustainability of these institutions by charter type through a series of four, fixed effects models. The main research …

With over two million inmates, the United States’ prison population is the largest in the world. Nearly one in one hundred Americans are behind bars, either in prisons or pre-trial detention facilities. The rapid growth in incarceration is well-documented. However, social science explanations often stop at the prison gates, with little work on treatment inside prisons. This black box approach ignores important bureaucratic decisions, including the provision of rehabilitative services and the application of punishment.

The primary goal of Maine’s Aging and Disability Resource Center (ADRC) Project was to empower consumers to make informed decisions about long-term services and supports and to streamline access to existing services and supports through an integrated system. This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. Explicating The Social Mechanisms Linking Alcohol Use Behaviors And Ecology To Child Maltreatment, Bridget Freisthler, Megan R. Holmes

This paper begins to describe and explicate the specific mechanisms by which alcohol use and the alcohol use environment contribute to specific types of child maltreatment. These mechanisms relating alcohol outlet densities to child maltreatment described here include effects on social disorganization, parent's drinking behaviors, and parental supervision. By investigating potential mechanisms, new information could be obtained on the importance and role of alcohol and its availability in the etiology of child maltreatment. This knowledge can be used to further tailor interventions to those conditions most likely to prevent and reduce maltreatment.

"Where Are My Rights?" Compromised Citizenship In Mixed-Status Marriage A Research Note, April M. Schueths

Immigration policy has shifted its focus from family reunification to strict enforcement of "illegal" immigration. It has become much more difficult for U.S. citizens to adjust their non-citizen spouses' legal status, especially spouses who are undocumented. This paper examines the vulnerabilities of female U.S. citizens married or partnered with undocumented Mexican men. Findings challenge the simplistic notion that marriage with a U.S. citizen creates automatic legalization for undocumented individuals and highlights the creation of a second class citizenry for native-born partners. This study argues that punitive immigration law and policies have profound negative implications for the lives of U.S. citizens.

Direct service workers play a central role in the quality of the long-term services and supports provided to older people and people with disabilities in home and community settings. Nationally, and at the state level, there is a critical need for more information about this workforce in order to inform workforce policy and measure improvements in workforce quality and stability over time. Maine was one of seven states to administer baseline surveys under a grant funded by the U.S. Centers for Medicare and Medicaid Service. In this article three important policy questions are suggested in light of signs of recent growth of nonprofit news and the possibility of a great deal more similar growth in the future: 1) Does nonprofit news production pose a plausible solution to the economic troubles of the U.S. news industry? 2) Would industrial subsidies of nonprofits, like those for “welfare state” health and human services co-production offer a potential solution to the economic problems of the U.S. news industry? 3) Can the currently evolving internet-based system of news production by volunteer citizens be sustainable in the long run?

To combat the possibility that retirees might outlive their assets, Singapore’s Central Provident Fund (CPF) – the national compulsory savings and social security scheme – made the bold move of mandating annuitisation. As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …
