Environmental Governance For Whom? Examining The Political, Institutional, Fiscal, And Legal Determinants Of State Environmental Agency Budget Policy In The Us, Andrew R. Duggan

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

This article seeks to undertake a critical assessment of the changing position of public science in the entrepreneurial ecosystem of the countries on the periphery of European research. These countries are driven by new innovation paradigm based on entrepreneurship, which are implemented within the European Smart specialization strategy (S3). This article argues that S3 is widely implemented in the cohesion countries and, while it provides substantial resources for science, technology, and innovation, it fails to provide sustainability in the public research sector. A group of Nepali diaspora members, represented by the Non-Resident Nepali Association (NRNA), started a campaign in 2009 to establish the Open University of Nepal (OUN) in partnership with the government of Nepal. Their motivation was to develop a quality university for the masses by mobilizing local, diaspora, and international collaborators for producing and disseminating knowledge in the public domain. The university was subsequently established in 2017 but it drifted away from many of the original objectives. Background An alarming rise in reported Lassa fever cases continues in west Africa. Liberia has the largest reported per capita incidence of Lassa fever cases in the region, but genomic information on the circulating strains is scarce. The aim of this study was to substantially increase the available pool of data to help foster the generation of targeted diagnostics and therapeutics.

The use of hydraulic fracturing (HF) technologies to extract oil and gas in the United States has sparked contentious policy debates, producing inconsistent and inefficient policies that have done little to address the impacts of HF in any comprehensive way. Debates are accompanied by competing policy narratives that position HF as either an environmental threat or an economic opportunity, but little is known about how policy narratives around HF are used by individuals. Los Angeles County (LAC) low-income communities of color experience uneven asthma rates, evidenced by asthma emergency department visits (AEDV). This has partly been attributed to inequitable exposure to diesel particulate matter (DPM). Promisingly, public parks and open space (PPOS) contribute to DPM mitigation. However, low-income communities of color with limited access to PPOS may be deprived of associated public health benefits. Therefore, this novel study investigates the AEDV, DPM, PPOS nexus to address this public health dilemma and inform public policy in at-risk communities. When drafting nuclear law and regulations, both technical and legal expertise is needed to ensure the regulation meets the technical requirements for security, but also is legally enforceable within a country’s jurisdiction. The Green New Deal (GND) is a U.S. resolution that aims to address economic inequality and global warming through a set of proposed economic stimulus projects. As nearly half of the U.S. populace lives in or near coastal areas, the GND needs to prioritize the sustainable use and preservation of the marine environment – called the “blue economy.” David Helvarg of Blue Frontier and Jason Scorse of the International Environmental Policy Program and the Middlebury Institute of International Studies suggest a series of policy and investment priorities for incorporation of the blue economy into the GND.

Internet access has become critical to participating in modern American society, yet the private market is no closer to serving low-income and rural Americans.

In May 2018, the City of Hillsboro announced it would go ahead with a publicly owned and operated, affordable, gigabit-speed Internet service for the entire city. Multnomah County Commissioners voted for a feasibility study of their own in June. The Port of Ridgefield, Washington, has big hopes for its own fiber optic project. Meanwhile, the city of Sandy, Oregon, has been running its own municipal broadband service for the last six years.
