Addressing the current limitations in forestry and grassland research, particularly in cross-scale system cognition, complex process mechanism representation, and multi-scenario simulation, this study proposes an artificial intelligence-driven paradigm reconstruction framework, to shift the research model from experience-oriented approaches toward data- and intelligence-driven integration. The governance of new pollutants has been becoming a critical strategic demand for the high-quality development of China. The policy will be further advanced during the coming National 15th Five-Year Plan period. Carbon-rich Black Soils are an important natural resource ensuring China’s food security, and their soil carbon stocks are closely related to grain production capacity. Based on nearly two decades of regional survey data and long-term field experiments, this study systematically investigated the dynamics of soil organic matter (SOM), its response relationship with crop productivity, and strategies for soil fertility improvement. The results showed that soil carbon stocks in the topsoil (0–20 cm) of the Black Soil region in Northeast China have declined by approximately 60%. Mission-oriented innovation, as a strategic approach to addressing significant challenges, has gained extensive practical experience globally. However, the agenda-setting and realization processes remain a complex, underexplored area. This study, based on national innovation system theory, analyzes mission-oriented technological innovation systems through a historical and comparative lens. According to the orientation and focus of their missions, eight representative cases from China and abroad are classified into three generational categories. Based on the concept of “lucid waters and lush mountains are invaluable assets”, this study investigates the theoretical connotation and accounting pathways of ecological GDP. (1) The core connotation of ecological value is elucidated from three dimensions—time, space, and civilization—and an economic quantification framework of principal–interest–interest rate is constructed. With four categories of ecological products as the foundation, the Green Certificate as the entitlement instrument, and a 5% annual simple interest rate as the accounting benchmark, ecological value is transformed from qualitative description to quantitative accounting.
