Russia At War: Chechnya, Georgia, And Theories Of Foreign Policy, Tyler J. Pack

The conflicts in Chechnya and Georgia are for Russia the seminal policy events of the turbulent post-­‐Soviet era. Learning about Russian conflict policy thinking with respect to these cases should help to illuminate broader Russian foreign policy objectives and tendencies. Even though the Chechen Wars were by nature domestic conflicts, I believe that trends and patterns from that case, combined with insights from the Georgian conflict, can help identify strengths and weaknesses of major Russian foreign policy theories.

The Disability Screening Process And The Labor Market Behavior Of Accepted And Rejected Applicants: Evidence From The Health And Retirement Study, Seth H. Giertz, Jeffrey D. Kubik

This paper uses Social Security earnings records linked to data from the Health and Retirement Study to examine the labor market behavior of rejected and accepted disability applicants prior to their application. We find that rejected applicants have substantially lower earnings and labor force participation rates during the decade prior to application than beneficiaries. Also, we find some evidence of a divergence between these groups, with rejected applicants leaving the labor force at a faster rate than beneficiaries as their application date approaches.  One interpretation of these results is that the disability screening process on average separates those who are …

Every year, in the United States, between 100-200 babies are infected prenatally with HIV. With the use of antiretroviral medications, elective cesarean section and formula feeding, the risk of vertical transmission can be reduced to less than 2%. In this paper I analyzed whether or not state governments should mandate HIV testing for all pregnant women in order to reduce vertical transmission of HIV. I propose that the spread of policy adoption, internationally, mirrors how a fad in the fashion industry is diffused. The primary point of this paper is to evaluate four case studies (policies) and study how they transitioned from one country to another. Also addressed will be the question of how these policies start, whether there are particular countries prone to starting the diffusion process or if there is some other explanation for their origins. In this dissertation, I attempt to shed some light on the extent of the crisis that the social security program in the United States (U.S.) currently faces, and I also recommend one possible reform policy. The purpose of this study was to identify current issues in water allocation in the Lower Colorado River Basin and to locate existing areas of consensus among its stakeholders. Surveys, both paper and web-based provided the data required to measure overwhelming agreement on issues. The data analysis served to locate the areas of agreement within and between interest groups. While overwhelming agreement between all groups proved to be a relatively rare occurrence, the existence of issue specific agreement between two or more groups was more common than expected. This research study examined the conditions under which direct democracy advanced versus impeded gay relationship rights. Many policy makers argue that direct democracy works to create a “tyranny of the majority” in which the majority impedes the rights of minority citizens. However, other researchers disagree and note that direct democracy contests advance gay rights as seen in Switzerland (Frey & Goette, 1998). I hypothesize that direct democracy advanced gay relationship rights legislation when influenced by non-traditional norms regarding family and gender, and/or the contests occurred in states or cantons that were heterogeneous in their values, while direct democracy hindered gay …

The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The study sought an operational model of community expectancy that would allow policymakers and higher education leaders to recognize the community-level factors affecting student outcomes and then to make appropriate policy adjustments to encourage better outcomes.

Using the testimonies surrounding the Development, Relief, and Education for Alien Minors Act (DREAM Act) as a primary case study, this project provides a rhetorical investigation of the interplay between narratives, nation building, national identity, policymaking, and the American immigrant. This project first identifies the grand narrative of exclusionary nationalism as the primary narrative constituting the American identity. Then, this project examines the rhetoric of policymakers to demonstrate how an Anglo-Saxonized, elitist notion of American identity is rhetorically constituted by assimilationist, racist, xenophobic, and classist discourses. Moreover, it argues policymakers maintain the narrative dominance of exclusionary nationalism through restrictive immigration …

As the challenge of maintaining adequate water quantity and quality mounts worldwide, increasing attention is being paid to the role individual behavior plays in water resources management. Yet water resources management has attracted very little scholarly attention by psychologists. This chapter identifies how selected theories and methods from social scientific research on justice might inform water related decision making. This chapter illustrates how insights from psychological research on social justice can be employed to advance water resources management. In the report that follows, the Nebraska Minority and Justice Task Force finds that minorities are overrepresented as defendants in the criminal and juvenile justice system; minorities are underrepresented in Nebraska’s legal profession and as court employees and jurors; and a substantial portion of the responding public, Nebraska lawyers, and court personnel perceive that bias exists in the Nebraska justice system.
