Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

Irish higher education faces particular difficulties given the severity of its economic crisis. Like other countries, it is engaged in significant system restructuring coupled with managed policy direction. Where Ireland does differ is in its emphasis on a 'whole of country strategy' and commitment that teaching and research go hand-in-hand. A decade of deliberations on the problems caused by conventional weapons has resulted in various international legal instruments. Based on the precedents established through more than a decade of efforts to implement the Anti-Personnel Mine Ban Convention, there is consistency amongst these instruments. Different legal instruments, but with a uniform approach as concerns assisting victims and survivors of landmines and other explosive remnants of war, present certain opportunities. In July 2008, the State of Oregon implemented SB 1080, legislation that required all applicants for an Oregon Driver License or ID card to present proof of legal presence in the United States. In 2007, some 140,000 unauthorized immigrants were estimated to be living in Oregon, more than two-thirds of whom were estimated to be members of the labor force. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. Building on existing literature and research that identify nonprofits as agents of democracy, this research explores how community-based organizations (CBOs) advance social change. Strategically placed to improve social and economic security for individuals, families, and communities, CBOs have unique characteristics, successes, and challenges. The study seeks to understand, document, and apply these in building theories for use by practitioners, academics, public officials, and people living the experiences that public policies address. The research articulates a new model of social change, wherein individual transformation, organizational growth, community strengthening, and public policy work together in dynamic and complementary spheres.

The problems associated with the civil legal system for women who have experienced domestic violence have been persistent over time and still exist today. The current sociopolitical context in this state frames access to civil legal services either through a means-tested (and underfunded) program (Civil Legal Assistance) or as a privately purchased market service. This leaves a limited amount of low- or no-cost alternatives, which creates a gap in services for those women whose income is too high to qualify for Civil Legal Assistance programs, yet too low to afford to hire a private attorney. Discovery Of A Functional Ecdysone Response Element In Brugia Malayi, Tracy Enright

The aim of this study was to determine whether functional ecdysone response elements (EcREs) exist within the genome of Brugia malayi, a parasitic nematode that causes lymphatic filariasis. The hypothesis that EcREs exist in B. malayi stemmed from previous demonstration of a functional ecdysone response system in B. malayi (Tzertzinis et al., 2010). Real-time PCR (qPCR) experiments were conducted to measure gene expression levels for twelve genes proximal to five putative EcREs in 20-OH ecdysone treated and untreated B. malayi embryos. Seven genes showed consistent upregulation with 20-OH ecdysone treatment. Each of the five putative EcREs had at least one …

In the 1970s, the world began moving towards free market policies. Open borders, lower taxes, and market-based economies became more prominent as centrally planned governments declined in both number and significance. In order to participate in European trade and to enhance its global position, France also moved towards decentralization. French socialists became less concerned with centralized government, yet continued to preserve their strong national desire to protect French citizens. France experienced substantial growth in its employment costs during the 1980s. By the early 1990s, France introduced labor contracts that better defined the duration of employment. This article evaluates the Obama administration’s efforts towards reforming U.S. immigration detention policies. Over the past decade, immigrant rights advocates have increasingly criticized certain policies of the U.S. Immigration and Custom Enforcement (ICE) system of immigration detention, including the widespread use of private contractors, lack of proper oversight, grouping of violent criminals and non-violent undocumented immigrants (particularly minority women and children) in holding cells, and neglect of detained immigrants in need of medical attention.
