Trapped In The Tiebout Model : The Impact Of Federal Affordable Housing Programs On Migration Of Wealthier Residents., Yu-Chih Lin

Housing mobility programs have been implemented in America since the 1990s to solve poverty concentration and to improve the economic self-sufficiency of low-income families through housing subsidies. This policy was based on the assumption that mixed-income neighborhoods provide better resources and opportunities to low-income families so that program participants who relocate to low-poverty neighborhoods improve their economic status. Currently, few studies examine the effectiveness of housing mobility programs under a decentralized fiscal system. Specifically, the migration of program participants may stimulate Tiebout’s vote-with-feet mechanisms and may limit the duration of the newly-created mixed-income environment, leaving poverty concentration and poverty unsolved. …

Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. This is accomplished through use of complementary factors from each theory. Second, using qualitative methods, the research applies RDT …

The Affordable Care Act (ACA) changed the national discussion about who is the decision-maker in healthcare delivery – physicians or others that pay the bill. The federal government is the largest payer of healthcare services while states are responsible for implementing the ACA’s features. Through the ACA, the federal government endorsed non-physician primary care by advanced practice registered nurses (APRN). The commercialization of space operations, coupled with the rapid development in unmanned aircraft systems creates a new policy dynamic between otherwise disparate industries. Existing structures do not adequately address issues of access, governance, and sovereignty across the distinct domains of air transport, space operations, and high altitude unmanned aircraft operations. Globally, aviation policy and space policy have evolved independently as distinct fields. High altitude unmanned aircraft are rapidly increasing utilization of airspace not previously occupied by civil aircraft or spacecraft, where regulation of both safety and access is sparse. Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.

This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. In order to accomplish this, the vitriolic relationship between Iran and the United States, which contains two concurrent narratives, must be examined. Getting Ahead: Socio-Economic Mobility, Perceptions Of Opportunity For Socio-Economic Mobility, And Attitudes Towards Public Assistance In The United States, Alissa Klein

In this research I first examine how Americans’ perceptions of what it takes to get ahead are influenced by their income and then compare those perceptions to measured levels of intergenerational socio-economic mobility. By better understanding these relationships I hope to gain insight into the paths people see to upward mobility, how this varies by income, and to what extent this belief is reflected in past mobility measurements. Additionally, I compare perceptions of what it takes to get ahead with responses regarding attitudes towards public assistance. The results of such a comparison could have important implications for public policy.
