Model-Based Analytics And Processes For Transportation Investment Alternatives Analyses: From Least Cost Planning To Multi Criterion Evaluation, Jeff Frkonja

Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.

This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. In order to accomplish this, the vitriolic relationship between Iran and the United States, which contains two concurrent narratives, must be examined. Getting Ahead: Socio-Economic Mobility, Perceptions Of Opportunity For Socio-Economic Mobility, And Attitudes Towards Public Assistance In The United States, Alissa Klein

In this research I first examine how Americans’ perceptions of what it takes to get ahead are influenced by their income and then compare those perceptions to measured levels of intergenerational socio-economic mobility. By better understanding these relationships I hope to gain insight into the paths people see to upward mobility, how this varies by income, and to what extent this belief is reflected in past mobility measurements. Additionally, I compare perceptions of what it takes to get ahead with responses regarding attitudes towards public assistance. The results of such a comparison could have important implications for public policy.

Maine faces a challenge providing primary care services to over half of its residents, as they live in rural areas – even though Maine has enough primary care physicians practicing in the state to service the needs of the population. Maine has a primary care physician distribution problem. Androscoggin, Oxford, Sagadahoc, Somerset, Waldo, Washington, and York Counties, all fall well below the national average of primary care physicians per 100,000 residents. The United States is in the midst of an unprecedented drug epidemic instigated by overprescribed pain relievers and cheap, accessible heroin. Beyond its immense scope, what makes this opioid epidemic distinctive is a widespread awareness of its effects among privileged populations and a political consensus that it cannot be effectively addressed with existing, punitive drug policies. Building upon analyses of the drug addict identity and policy change as well as critical addiction studies, I critically examine the discourses of the opioid epidemic, considering their impact on U.S. drug policy since 2000 and analyzing the implications of these changes for governing …

This dissertation is a qualitative study of the emergence and evolution of harm reduction drug policies in New York City. It examines harm reduction as a case of the institutionalization of a public health policy movement. Harm reduction seeks to treat the medical and social consequences of drug use without requiring abstinence. The dissertation examines the process by which harm reduction has managed, in the words of one informant, to 'get out of the ghetto' and become increasingly integrated into New York's public health establishment. Harm reduction has undergone three stages of institutionalization. It began as an activist policy movement. …

The objective of this dissertation was to investigate the impact of graphic cigarette warning label policies enacted in Thailand and Malaysia on youth and adult smoking outcomes. We sought to examine the effect of the policy on youth smoking intention, susceptibility, and behaviors. Among adults, who were all baseline smokers, we sought to examine the effects of graphic warning labels on smoking intensity, quit attempts, and cessation. Secondary data were utilized from the International Tobacco Control (ITC) South East Asia (SEA) Survey, a nationally representative cohort survey for which eight years of data spanning from 2005 to 2012 were available. …

Multimarket Contact And Strategic Entry Decisions, James E. Prieger

This work examines the relationship between multimarket contact (MMC) and entry in the US broadband service industry. I examine unique data on entry into ADSL broadband over the years 2005-2008 in the US. Results indicate that MMC increases the probability of entry into local broadband markets by incumbent local telephone companies, which is consistent with the firms’ expectations that competition will be softer in such markets. Thus, the evidence is consistent with the notion that MMC facilitates mutual forbearance. A deeper investigation uncovers evidence consistent with firms using MMC to help build “spheres of influence” to limit competition. Evidence for …

Background: Since 1965, there have not been any major revisions of the healthcare laws in the United States, until the recent implementation of the Affordable Care Act (ACA). However, ACA is not well understood and is often controversial. The purpose of this study is to: (1) evaluate the relationship between the employers’ and the employees’ perceptions regarding the ACA mandates for small businesses, (2) evaluate the relationship between the self-reported and the tested knowledge of individuals regarding the ACA mandates for small businesses, and (3) determine if socio-demographic factors influence individual’s perception of the law.
