GrandFamilies: The Contemporary Journal of Research, Practice and Policy

It is the year of grandfamilies in our nation’s capital. Not since the mid-1990s has there been so much activity among federal lawmakers and policymakers to try to help all grandfamilies, both those within and outside the foster care system. In August 2015, a major piece of legislation was introduced in Congress, which would make holistic reforms to our nation’s child welfare financing system. For the first time, child welfare funds could be used to provide supportive services to parents and grandfamilies outside the system, so children do not have to enter it. Good Governance In Basic Education In Egypt: Paradoxical Or Self Explanatory?, Yasmin Khodary

Despite the numerous initiatives suggested and implemented to reform education in Egypt, very little was achieved in terms of improving education quality and, consequently, boosting development and democratic transition processes in Egypt. This paper argued that basic education in Egypt suffered variant degrees of weaknesses in applying good governance dimensions, including participation, accountability, responsiveness, fighting corruption, effectiveness and transparency, which ultimately affected negatively the overall performance of the basic education sector in Egypt. Shifts In Practice Based On Rapid Re-Housing For Rural Homelessness: An Exploratory Study Of Micropolitan Homeless Service Provision, Margaret F. Sloan, Daisha M. Merritt Ph.D., Karen A. Ford

Based on interviews with rural homeless service providers, the authors examine in this practice note how policy has created shifts in practice for organizations serving homeless populations. Homeless individuals find a decreasing opportunity for assistance while awaiting Rapid Re-Housing. Some organizations, dependent on Rapid Re-Housing monies, are facing a lack of funding to pay for general homeless care provision. Organizations are creating care networks to address requirements of the new policy in addition to pooling resources in underserved areas.

During the early 20th century, Congress and the presidency created new bureaucracies to liberalize the restrictive immigration laws then in effect. This dissertation expounds a process that is referred to as 'policy innovation through bureaucratic reorganization.' The case study method is utilized to examine the formation and evolution of the Bureau of Immigration & Naturalization from 1906 to 1913 and the Immigration & Naturalization Service from 1933 to 1940. In these periods, elected officials increased the numbers of immigrants and naturalized citizens. Such administrative results were produced by decreasing agency resources like funding, staffing, and infrastructure, as well as appointing …

What is the historical connection between deinstitutionalization and the Olmstead decision? The purpose of this study was to examine and analyze policy within a historical perspective the connections between institutional care, deinstitutionalization, the Olmstead decision, and the effect on persons with intellectual disabilities lived experience, in the state of Illinois.

The data collected include, the transcripts of interviews with four participants, artifacts from policy documents and historical papers accessed from the Disability Museum online journals. The creation of a table for use in coding themes as associated with 5 (out of 18) core concepts for disability policy.

The FAA and industry are attempting to make significant improvements in general aviation (GA) safety through voluntary measures largely carried out by grassroots aviation organizations, such as aircraft type clubs. While aircraft type clubs are principally focused on safety and education efforts, little is known about the efficacy of their voluntary measures. Research is lacking with respect to understanding whether or not voluntary measures contribute to GA safety. This mixed methods research quantifies the accident data of three aircraft type clubs and compares the safety of their members to nonmembers. For many decades the Kurdish language was ignored and banned from public use and Turkish became the lingua franca for all citizens to speak. This way, the Turkish state sought to create a nation-state based on one language and attempted to eliminate the use of other languages, particularly Kurdish, through severe regulations and prohibitions.

Firstly, this thesis traces the language planning policies in the 20th century which resulted in the invisibilization and denial of Kurdish through an attempted linguicide. John Kingdon's Multiple Streams Framework (MSF) was articulated in order to better understand how issues entered onto policy agendas, using the concept of policy actors interacting over the course of sequences of events in what he referred to as the "problem", "policy" and "politics" "streams". However, it is not a priori certain who the agents are in this process and how they interact with each other. As was common at the time, in his study Kingdon used an undifferentiated concept of a ``policy subsystem{''} to group together and capture the activities of various policy actors involved in this process. States And Multicultural Education Policies: An Event History Analysis, Leander D. Kellogg

Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Specifically, states with slightly less education funding were more likely to adopt a policy. Additionally, …
