The US Army War College Quarterly: Parameters

This article argues that the historical assessment of Dwight D. Eisenhower as Supreme Allied Commander of the Allied Expeditionary Force in World War II lacks objectivity and balance. It identifies several strategic errors and missteps attributable to Eisenhower, which resulted in severe casualties and prolonged the war in Europe. The conclusions can help US military practitioners and policymakers assess the background and qualities required for successful theater command during wartime and senior commanders’ performances.

This review essay discusses Rajesh Basrur's Subcontinental Drift: Domestic Politics and India’s Foreign Policy and Feroz Hassan Khan's Subcontinent Adrift: Strategic Futures of South Asia and explores Indian strategy, especially concerning domestic issues and the relationship between Pakistan and India. The review concludes by noting that the two books agree on the oversized role of the Pakistani military in India’s national politics, where most security and foreign policy decisions are directed toward Pakistan.

This fact sheet examines data on the number of unaccompanied migrant children who obtained sponsors and relocated to 22 cities in five Mountain West states from 2015 to 2023. Data from Arizona, Colorado, Nevada, New Mexico, and Utah are included from a New York Times report which includes U.S. Department of Human Health and Services data on unaccompanied migrant children in all 50 states and Washington D.C.

While large efforts have been made to address military sexual assault, there are still barriers in the help-seeking journey that need attention. This study aimed to examine barriers and facilitators to formal and informal help-seeking behaviors and to understand the role of stigma in survivors' help-seeking behaviors for female military sexual assault survivors. Through semi-structured interviews, the study explored the help-seeking experiences and mental health sequela of fourteen female military sexual assault survivors. This study focused on cis-gender women over the age of eighteen who experienced a military sexual assault, by another military service member, while on active-duty. Women shared …

Despite the African Union’s campaign to silence the guns in Africa by 2020 (STGIA 2020), many African countries are suffering from wars and political instability, the primary causes of underdevelopment in Africa. This paper examines the roots causes of wars in Africa and provide a strategic governance to silence the guns beyond 2020. To accomplish this, we gathered data from 169 questionnaire responses administered across 25 African countries, to capture African people’s perceptions on the root causes of wars and whether employing strategic governance would help silence the guns in these countries. The rising sea level casts formidable threats on community-based historic places within coastal communities. These community-defined historic places derive their meaning from local values and are more recognized within the local community. Unlike recognized iconic historic places, these resources are confronted with inadequate resources to address the impacts of punctuated climate events. This study investigates the imminent threats posed by sea level rise (SLR) to community-defined historic places within the next three decades (2025) and explores mitigation strategies proposed by stakeholders. Background: Health professional regulatory bodies oversee and enforce standards in healthcare to safeguard patient safety and prevent harm. However, international consistency in these regulations remains limited. The Kenya health sector relies on various bodies to enforce standards among professionals and institutions, albeit constrained by financial and human resources that hinder effective oversight. This study aimed to assess how regulatory practicessuch as licensing, training oversight, inspection of practice, and quality assurance mechanisms- affect the quality of healthcare provided by private providers.

Guillermo Ortiz Martínez served as undersecretary of finance and public credit in Mexico’s federal government from 1988 to 1994. He became secretary in December 1994 in the administration of Ernesto Zedillo and served until December 1997. As undersecretary, he was president of the bank privatization committee and the chief negotiator for Mexico during the North American Free Trade Agreement (NAFTA) negotiations in 1991 to 1993. Paul Boothe served as Canada’s senior associate deputy minister of industry during the Global Financial Crisis (GFC) of 2007–2009. Boothe led the Canadian federal government’s negotiation team during the restructuring talks with Chrysler and General Motors (GM). He also negotiated with the Canadian Auto Workers (CAW), a union that included Tier 1 auto parts suppliers for all the major auto manufacturers worldwide. The speed of the bank runs that occurred in the United States in March 2023 took most by surprise. The ensuing policy debate about reform has focused very little on the role of the Federal Reserve’s discount window and how it could be made more fit for purpose in mitigating risks to financial stability emanating from the banking system. Making the discount window a more effective financial stability tool will require actions both to reduce the stigma associated with borrowing and improve the operational agility and readiness of the Fed as lender and banks as borrowers.
