Background

The Virginia Tornado and Straight-Line Wind Summit, the first of its kind in the Commonwealth, was held on October 15, 2025 in Isle of Wight County, Virginia. The Summit had several goals, including:

• Understanding Virginia’s wind risk and learning the science behind it.
• Hearing lessons learned from emergency managers who have experienced extreme wind events.
• Learning about practical steps to prepare, mitigate, and respond to severe wind events.
• Learning best practices for timely and actionable communication with the public before and after events.
• Strengthening interagency coordination and connecting with others to share resources, align priorities, and coordinate resilience planning. …

Public administration has become increasingly concerned with social equity, particularly in budgetary processes. Local governments have adopted so-called equity budgeting practices, yet little is understood about how and why they are adopted; what budgeting practices are deemed social equity budgeting versus traditional budgeting; what is required to adopt and implement social equity budgeting successfully; and how success is measured. We analyzed government and nonprofit documents on social equity budgeting, followed by interviews with local government budget directors serving “early adopter cities” of social equity budgeting practices. This dissertation comprises three essays that examine critical aspects of public and nonprofit financial management, focusing on interorganizational relationships, local government influence, and financial reserve management in times of crisis.

The first essay examines how interorganizational relationships, specifically nonprofit organizations’ board interlocks, relate to their financial distress, depending on the temporal and spatial contexts. Organization-level fixed-effects regression analysis with Kentucky nonprofits from 2018 to 2022 shows that nonprofits with board interlocks in urban areas were less likely to experience financial distress during the COVID-19 pandemic. Concurrently, it is important to know the roles of local public officials, host communities, and immigrants in the process. The purpose of this study is to assess the challenges that local officials face, and how they handle these encounters effectively and efficiently. The Predictors Of Self-Censorship On College Campuses, Henry I. Long

Across U.S. colleges, speech climates are poor. Self-censorship and discomfort expressing views are common. At the same time, we find wide variation in speech climates across different institutions. This study is the first to identify factors that predict variation in speech climates. Drawing on data from multiple sources, including a survey of 58,807 undergraduates across 257 colleges and universities from the Foundation from Individual Rights and Expression (FIRE), this study constructs a first-of-its-kind dataset to test three core theories of self-censorship found in the literature—student-centric theories, faculty-centric theories, and administrator-centric theories. With ample evidence demonstrating a link between low levels of gun regulation and high levels of firearm fatalities, it seems intuitive that Americans would want to increase the level of firearm regulation to bring down the level of violence. However, the target population, white males living in rural areas of the State of Indiana and practicing the Christian Evangelical Protestant tradition, display high levels of resistance to new firearm regulation. The first few days of the second Trump presidency saw a flurry of executive orders targeting immigrants, the transgender community, blacks, and federal government employees. The resulting “shocks” to the system are unprecedented, causing many to question the continuation of American democracy. These actions are a few of many policy preferences developed by conservatives and captured in “Project 2025”, spearheaded by the Heritage Foundation and with the overall intent of restructuring the federal government to suit authoritarian aims. Public trust in the U.S. government has declined sharply over the past several decades, falling from roughly 75% in the late 1950s to almost 15% today. This project examines how major U.S. foreign policy decisions, specifically during the Vietnam War, the post-9/11 Global War on Terror, and the ongoing conflict in Palestine, have contributed to this erosion of trust. Through qualitative analysis of historical records, public opinion data, and scholarly assessments of U.S. military actions and their global consequences, the research identifies recurring patterns in how government narratives, media framing, and revelations of human rights violations shape public perception. In today’s world, the news we watch often does more than inform us; it can shape how secure or insecure we feel about our future. In this paper, I examine the extent to which an individual’s consumption of particular Spanish-speaking TV news channels contribute to their sense of financial vulnerability. Using an original data set of responses to the questions in the American National Election Studies (ANES), I find a moderately strong relationship between the television news channel Aquí y Ahora, and the degree to which they are worried about their financial situation. The US Army War College Quarterly: Parameters

The threat posed by the Democratic People’s Republic of Korea is a neglected and under prioritized problem across the US government, requiring a dramatic change of approach. Most proposals for Goldwater-Nichols reform focus on geography, either increasing or decreasing the number of geographic commands. Based on our personal experience as Joint military planners at strategic-level headquarters, we argue that the change needs to go further, focusing on global national security problems instead of geography. This article’s analysis and conclusions will provoke conversation across the national security enterprise about how the United States competes with multiple global threats.

Academic military historians, government institutions, and defense practitioners have unique purposes for advancing the study of war that influence the way they consume and produce history. Although there is substantial scholarship covering how the discipline of military history has changed since the late nineteenth century, the literature surrounding why it changes and how it is used is less plentiful. Using primary and secondary sources to contextualize debates between historians, this study traces major developments in military historiography, considers the US Army’s relationship with its history, and explores potential connections between a history’s purpose and its use for military professionals.
