The Public Relations Student Society of America (PRSSA) hosts the Bateman Competition each year to help university students hone their skills by allowing them to create and implement a campaign from start to finish on a real client and submit a report of their success and findings. The competition has had a variety of clients but focuses on teaching students how public relations looks in the ‘real world.’ It allows students to practice what they are taught in the classroom on a real campaign. As artificial intelligence (AI) technologies expand rapidly, public debate has focused on their societal impacts and the need for regulatory oversight. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. Most approved bills focus on regulating public or private sector uses of AI, establishing commissions or study groups, and updating education and workforce development programs. …

Trust On Trial: How U.S. Foreign Policy Eroded Public Trust, Rawan Al-Samarrie

Public trust in the U.S. government has declined sharply over the past several decades, falling from roughly 75% in the late 1950s to almost 15% today. This project examines how major U.S. foreign policy decisions, specifically during the Vietnam War, the post-9/11 Global War on Terror, and the ongoing conflict in Palestine, have contributed to this erosion of trust. Through qualitative analysis of historical records, public opinion data, and scholarly assessments of U.S. military actions and their global consequences, the research identifies recurring patterns in how government narratives, media framing, and revelations of human rights violations shape public perception. As the Southern Nevada region continues to quickly grow, evictions have become a structural feature of the region’s rental market. The region has one of the highest eviction filing rates in the country and this trend has continued to increase in the wake of the Covid-19 pandemic. This paper examines the availability of market-rate affordable housing and the expansion of subsidized affordable housing to understand how the local housing conditions contribute to the number of evictions in Southern Nevada. The Indian media has had an immense role in framing public perceptions of nuclear weapons within the Indian subcontinent. Examining the largely nationalistic tone of news coverage helps analyze how the media has shaped India’s idea of its status as a nuclear weapon state. Examining the sociocultural discourse around the bomb, this paper analyzes the major influence that the Indian media has in information distribution and how that influence translates to the formation of the atomic attitudes of the masses. Public administration has become increasingly concerned with social equity, particularly in budgetary processes. Local governments have adopted so-called equity budgeting practices, yet little is understood about how and why they are adopted; what budgeting practices are deemed social equity budgeting versus traditional budgeting; what is required to adopt and implement social equity budgeting successfully; and how success is measured. We analyzed government and nonprofit documents on social equity budgeting, followed by interviews with local government budget directors serving “early adopter cities” of social equity budgeting practices. This dissertation comprises three essays that examine critical aspects of public and nonprofit financial management, focusing on interorganizational relationships, local government influence, and financial reserve management in times of crisis.

The first essay examines how interorganizational relationships, specifically nonprofit organizations’ board interlocks, relate to their financial distress, depending on the temporal and spatial contexts. Organization-level fixed-effects regression analysis with Kentucky nonprofits from 2018 to 2022 shows that nonprofits with board interlocks in urban areas were less likely to experience financial distress during the COVID-19 pandemic. I suggest that board interlock acts as an adaptive buffering tool that helps manage resource …

Across U.S. colleges, speech climates are poor. Self-censorship and discomfort expressing views are common. At the same time, we find wide variation in speech climates across different institutions. This study is the first to identify factors that predict variation in speech climates. Drawing on data from multiple sources, including a survey of 58,807 undergraduates across 257 colleges and universities from the Foundation from Individual Rights and Expression (FIRE), this study constructs a first-of-its-kind dataset to test three core theories of self-censorship found in the literature—student-centric theories, faculty-centric theories, and administrator-centric theories. With ample evidence demonstrating a link between low levels of gun regulation and high levels of firearm fatalities, it seems intuitive that Americans would want to increase the level of firearm regulation to bring down the level of violence. However, the target population, white males living in rural areas of the State of Indiana and practicing the Christian Evangelical Protestant tradition, display high levels of resistance to new firearm regulation. The first few days of the second Trump presidency saw a flurry of executive orders targeting immigrants, the transgender community, blacks, and federal government employees. The resulting “shocks” to the system are unprecedented, causing many to question the continuation of American democracy. These actions are a few of many policy preferences developed by conservatives and captured in “Project 2025”, spearheaded by the Heritage Foundation and with the overall intent of restructuring the federal government to suit authoritarian aims.
