The US Army War College Quarterly: Parameters
This article argues that the historical assessment of Dwight D. Eisenhower as Supreme Allied Commander of the Allied Expeditionary Force in World War II lacks objectivity and balance. It identifies several strategic errors and missteps attributable to Eisenhower, which resulted in severe casualties and prolonged the war in Europe. The conclusions can help US military practitioners and policymakers assess the background and qualities required for successful theater command during wartime and senior commanders’ performances.

A Northern California community-based nonprofit organization, deploys 36 volunteers to support the community. The struggles to maintain an annual budget, primarily through grants and personal contributions, to operate programs. The purpose of this study was to investigate several strategies to build a sustainable annual resource development plan. Due to the increase in deepfake technology, it is crucial to correctly confirm the truthfulness of information, especially in safeguarding reputation during challenging situations. This study applies theoretical frameworks to investigate the impact of deepfake content on the public perception of Taylor Swift, a prominent figure in American pop music. A quantitative content analysis will be conducted to analyze the top tweets produced by social media users (N=131) based on the source of the poster and the nature of the content, such as where the responsibility or blame for the deepfake crisis is attributed. In this dissertation, I investigate how administrative burdens in the social safety net affect payment accuracy, benefit levels, multiple program participation, and benefit redemption. In the first chapter, I study simplified reporting, a policy that allowed states to reduce the amount of information Supplemental Nutrition Assistance Program (SNAP) recipients must report between certifications. I leverage the fact that simplified reporting affects only some households and in certain months to estimate its impact on the share of SNAP benefits issued in error and SNAP benefit amounts. Using administrative data from the federal SNAP Quality Control system, I find that simplified reporting …

Gender and cultural biases continue to deter women from reaching their leadership aspirations in nonprofit organizations, and women continue to be underrepresented in leadership positions. This qualitative phenomenological study aimed to explore the lived experiences of women in senior leadership positions in nonprofit organizations to better understand the barriers and support factors to their career progression. The lack of quality care is continuously questioned for the at-risk youth within the group home system fostered by the Department of Children and Family Services. However, due to a lack of proper training for trauma-informed care and a lack of knowledge of the pedagogical treatments such as Short Term Residential Therapeutic Program (STRTP), direct-line staff are having a hard time navigating and assisting the at-risk youth with their rehabilitation. This qualitative study examines the experiences of public elementary teachers and school leaders to better understand the shifting of educational priorities during the COVID-19 pandemic. Participants share ideas and practices while taking action steps and making recommendations to improve teaching and learning. The research incorporates both case study and action research approaches through a critical inquiry process that centers the voices of those on the front lines of education. This study contributes to the field of Comparative and International Education (CIE) using the original conceptual framework of Institutional Border Theory of Education (IBTE). Coproduction, or the interaction of citizens with their public service provider, has been used in policy responses to a myriad of service delivery problems, especially policing. This dissertation uses a three-manuscript approach to revisit coproduction both as a theory and a practice. The first manuscript tracks the evolution of coproduction as a theory from three different disciplines: economics, urban theory, and public administration. In addressing the three disciplines, the manuscript explains what broadly united the coproduction literature and the differences that hindered the early development of the concept. He became secretary in December 1994 in the administration of Ernesto Zedillo and served until December 1997. As undersecretary, he was president of the bank privatization committee and the chief negotiator for Mexico during the North American Free Trade Agreement (NAFTA) negotiations in 1991 to 1993. Paul Boothe served as Canada’s senior associate deputy minister of industry during the Global Financial Crisis (GFC) of 2007–2009. Boothe led the Canadian federal government’s negotiation team during the restructuring talks with Chrysler and General Motors (GM). He also negotiated with the Canadian Auto Workers (CAW), a union that included Tier 1 auto parts suppliers for all the major auto manufacturers worldwide. Canada aligned with the United States government to rescue the auto manufacturers and provided 20% of the funding to rescue the corporations and suppliers. The speed of the bank runs that occurred in the United States in March 2023 took most by surprise. The ensuing policy debate about reform has focused very little on the role of the Federal Reserve’s discount window and how it could be made more fit for purpose in mitigating risks to financial stability emanating from the banking system. Making the discount window a more effective financial stability tool will require actions both to reduce the stigma associated with borrowing and improve the operational agility and readiness of the Fed as lender and banks as borrowers. Yes Bank was suffering from liquidity outflows in the second half of 2019 owing to a combination of deposit withdrawals, invocation of pledged shares, losses from extraordinary credit provisions, and overexposure to stressed sectors like power and infrastructure. In December 2019, Yes Bank reported a Common Equity Tier 1 capital ratio at 0.6%, far below the Reserve Bank of India (RBI) mandated levels, and a quarterly loss of 185 billion Indian rupees (INR; USD 2.5 billion). In the United States, the lender-of-last-resort tool is the Federal Reserve’s discount window. Despite countervailing policy efforts, substantial market stigma remains associated with borrowing from the discount window. It is in this context that market participants have come to view the Federal Home Loan Banks (FHLBs) as an alternative to the Fed’s discount window for backstop liquidity needs—despite the FHLBs’ relatively constrained abilities to play this role. Notably, however, the FHLBs don’t just benefit from discount window stigma; the FHLBs reinforce discount window stigma with their subsidized pricing.
