Although a networked mode of governance has been often considered as an alternative or superior approach compared to hierarchy and market-based models, it has become clear that networks are also susceptible to failure without purposeful and deliberative management of interorganizational relationships. Constructing a longitudinal dataset of 16 regional innovation networks in South Korea, this dissertation examines how Regional Public Research Institutes (RPRIs) serve as network managers who initiate, facilitate, and mediate regional innovation systems. Large-scale adverse events such as natural disasters and pandemics interrupt business services, initiating defining moments for organizations. The trend of people exiting the workforce compels organizations to examine turnover risk and search for factors that mitigate the impact of resignations. In response to the increase in voluntary turnover and retirements during the COVID-19 pandemic, this study examines four elements that have impacted the workplace since 2020–turnover intent, job embeddedness, psychological safety, and inclusive leadership.

The accelerating inability of volunteer fire departments to attract new recruits presents the public sector with both above and below-the-line costs. Finding replacements for members aging out is the single greatest challenge that volunteer departments face. If this problem persists, the cost of replacing volunteers with paid staff would have a significant and negative impact on the tax base. Redlining, the practice of discriminating against specific neighborhoods based on race and socioeconomic status, leads to persistent environmental hazards and socioeconomic inequalities that have lasting adverse health effects on their populations. Health disparities are further exacerbated through the concentration of environmental hazards, as well as the escalating impact of climate change, which poses an increased risk of respiratory illness, cardiovascular disease, mental health issues, heat-related illness, infectious diseases, food insecurity, and socioeconomic difficulties in redline neighborhoods.

Although law is one of the foundational disciplines of public administration, scholars assert that the field focuses on management principles to the detriment of law. Despite research findings that show the benefits of being prepared for increasingly tumultuous natural and coastal hazard events, studies on hazard preparedness indicate that low levels of preparedness may occur in vulnerable areas due to the uncertainty around hazard risks, expected hazard onset and impact strength, as well as associated effects. Study findings indicate that trust may impact the uncertainty and complexity faced by people dealing with unfamiliar, infrequent, and complex hazards, as well as contexts such as factors such as age, gender, prior hazard experience, and homeownership.
