This qualitative study examines the experiences of public elementary teachers and school leaders to better understand the shifting of educational priorities during the COVID-19 pandemic. Participants share ideas and practices while taking action steps and making recommendations to improve teaching and learning. The research incorporates both case study and action research approaches through a critical inquiry process that centers the voices of those on the front lines of education. This study contributes to the field of Comparative and International Education (CIE) using the original conceptual framework of Institutional Border Theory of Education (IBTE). Coproduction, or the interaction of citizens with their public service provider, has been used in policy responses to a myriad of service delivery problems, especially policing. This dissertation uses a three-manuscript approach to revisit coproduction both as a theory and a practice. The first manuscript tracks the evolution of coproduction as a theory from three different disciplines: economics, urban theory, and public administration. In addressing the three disciplines, the manuscript explains what broadly united the coproduction literature and the differences that hindered the early development of the concept. He also negotiated with the Canadian Auto Workers (CAW), a union that included Tier 1 auto parts suppliers for all the major auto manufacturers worldwide. The speed of the bank runs that occurred in the United States in March 2023 took most by surprise. The ensuing policy debate about reform has focused very little on the role of the Federal Reserve’s discount window and how it could be made more fit for purpose in mitigating risks to financial stability emanating from the banking system. Yes Bank was suffering from liquidity outflows in the second half of 2019 owing to a combination of deposit withdrawals, invocation of pledged shares, losses from extraordinary credit provisions, and overexposure to stressed sectors like power and infrastructure. In December 2019, Yes Bank reported a Common Equity Tier 1 capital ratio at 0.6%, far below the Reserve Bank of India (RBI) mandated levels, and a quarterly loss of 185 billion Indian rupees (INR; USD 2.5 billion). In the United States, the lender-of-last-resort tool is the Federal Reserve’s discount window. Despite countervailing policy efforts, substantial market stigma remains associated with borrowing from the discount window. It is in this context that market participants have come to view the Federal Home Loan Banks (FHLBs) as an alternative to the Fed’s discount window for backstop liquidity needs—despite the FHLBs’ relatively constrained abilities to play this role. Notably, however, the FHLBs don’t just benefit from discount window stigma; the FHLBs reinforce discount window stigma with their subsidized pricing. In Kenya, the ratification of the 2010 constitutional formalized novel revenue frameworks aimed at supporting the operations, management, and sustainability of devolved county governments. Indonesia finds tax amnesty as a reliable funding alternative to develop a sustainable economy. Since 1964, Indonesia has implemented five tax amnesty programs. The latest two programs would offer lower amnesty compensation rates if taxpayers repatriated offshore assets back to Indonesia. However, the tax amnesty repatriation policy merely contributed minimal amounts of repatriated assets and low number of participants. Consequently, it failed to raise sufficient liquidity, fiscal revenues, tax compliance and economic growth.
