Period (menstruation) poverty affects women and girls in United States. In some U.S. cities, feminine hygiene items are becoming inaccessible and unaffordable to women and girls due to unequal taxation of feminine hygiene products. This case study involved exploring experiences of a Shelby County, Tennessee nonprofit’s female volunteers and recipients who receive free feminine hygiene products. Using a convenience sample of seven female participants, the feminine mystique theory was used to guide thematic interpretations via semistructured interviews involving gender-based pricing or pink taxes and effects of feminine hygiene affordability for women and girls. Most civil cases settle. Yet generating a definitive settlement rate presents complex definitional and empirical problems, both in what should count as a settlement and how to count it. This Essay makes three contributions to better understanding and defining settlement. First, we propose a flexible, empirically informed, operationalizable definition of settlement as party resolution. Second, we exploit a new federal litigation data source to count party resolutions using machine learning models trained on 11 million docket sheet entries. The U.S. criminal legal system is notoriously racialized. Though Black and Latinx people make up less than 30% of U.S. residents, they constitute more than 50% of the nearly two million people currently in U.S. prisons and jails. For decades, research has indicated that one group of decision-makers has had an outsized influence on these numbers: prosecutors. From whom to charge to what sentences to recommend, no actor plays a greater role in determining who goes to prison in this country. Two Latin phrases describing litigants—pro se (for oneself) and in forma pauperis (IFP, as a poor person)—prompt this inquiry into the relationship between self-representation and requests for filing fee waivers. Emergency management is a key government function for mitigating risks and reducing the impacts of disasters. Emergency management leaders play a critical role in preparing for and responding to disasters whose impacts are exacerbated by a pandemic. Using the example of the compound threat of hurricanes and the COVID-19 pandemic, this qualitative research uses insights from emergency management professionals to describe collaborative approaches and leadership skills that help balance the needs for stability and flexibility. This article argues that the historical assessment of Dwight D. Eisenhower as Supreme Allied Commander of the Allied Expeditionary Force in World War II lacks objectivity and balance. It identifies several strategic errors and missteps attributable to Eisenhower, which resulted in severe casualties and prolonged the war in Europe. The conclusions can help US military practitioners and policymakers assess the background and qualities required for successful theater command during wartime and senior commanders’ performances.

In this dissertation, I investigate how administrative burdens in the social safety net affect payment accuracy, benefit levels, multiple program participation, and benefit redemption. In the first chapter, I study simplified reporting, a policy that allowed states to reduce the amount of information Supplemental Nutrition Assistance Program (SNAP) recipients must report between certifications. I leverage the fact that simplified reporting affects only some households and in certain months to estimate its impact on the share of SNAP benefits issued in error and SNAP benefit amounts. The lack of quality care is continuously questioned for the at-risk youth within the group home system fostered by the Department of Children and Family Services.
