In today’s economic climate, government is now considered by many to be the “employer of choice.” However, employers at all levels of government may eventually lose their recent gains in the war for talent, as the economy improves. Accordingly, it is important to explain how public sector managers viewed the relative advantages and disadvantages of government employment before the economic downturn along specific parameters, including opportunities for women and minorities, managerial autonomy, and employee talent and innovativeness. The level of satisfaction and effectiveness of 3D virtual learning environments were examined. Additionally, 3D virtual learning environments were compared with face-to-face learning environments. Students that experienced higher levels of flow and presence also experienced more satisfaction but not necessarily more effectiveness with 3D virtual learning environments. There were no significant differences between satisfaction and effectiveness of 3D virtual learning environments and face-to-face environments. These findings suggest that 3D virtual learning environments can be made to provide high levels of learning satisfaction. Public school teachers with high leadership potential who stated that they had no interest in being school principals were surveyed on their attitudes about six alternative school site administrative organizational models. Of the 391 teachers surveyed, 53% identified the Co-Principal model as the preferred school site administrative structure. In order of preference were the Co-Principal model, the Principal/Business Manager model, the Multi-Principal model, the Principal/Associate Principal model, the Principal Teacher/Principal Administrator model, and the Principal/Educational Specialist model. In the United States, Response to Intervention (RtI) is used to promote the use of evidence-based instruction in educational institutions, with the goal of supporting general and specialized educators and enabling these professionals to work together in a comprehensive, integrated manner. In doing so, RtI provides a protocol for identifying students with specific academic deficits and who demonstrate the need for individualized forms of instruction. The primary purpose of this study was to explore the personal experiences of female and male engineering students in both Division I (17 females and 16 males) and Division II (11 females and 11 males) programs. Analyses of narratives of 55 undergraduate engineering students revealed that the sociocultural experiences of female and male students differ in substantial ways in that socialization processes into engineering are problematic for women, who often rely on one another to bolster their self-efficacy perceptions and resiliency. Various lobbying groups are devoted to persuading Congress to revise immigration laws and to increase the work visa issuance cap. The purpose of my study is to find out the how the H-1B Visa policy is effected by analyzing the lobbying expenditures of different economic sectors. The purpose of my research is to determine what factors affect the outcome of the Vocational Rehabilitation and Employment program. Previous literature examines individuals from each state in various stages of the program to determine which factors cause their individual outcome. Although previous research covered a broad spectrum of factors there still remains a lack of significant evidence to determine the observed outcome. I added state expenditures to the previous data to attempt to determine whether or not there is a correlation between funding and the completion of the program. Poverty rates on Indian reservations are far higher than the national average. Since Tribal Governments have at least some control over these reservations, to what extent are they to blame for these higher than average poverty rates? I look at each reservation and their type of government, constitution, policies and demographics to analyze the causes of their poverty as it relates to tribal government. This dissertation investigates factors that influence effective use of Knowledge Management (KM) in Counter Improvised Explosive Device (C-IED) operations in the military.

The study suggests that effective KM program is determined by the interaction of three organizational capabilities: knowledge infrastructure, knowledge process, and leadership orientation.

A self-administrated survey was conducted on 300 NATO staff officers who have served in C-IED environments. A structural equation modeling technique was used to test a set of hypotheses using 118 completed responses collected from the survey.

Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization.
