ظاهرة الاغراق السلعي واثاره على الاقتصاد العراقي, امل اسمر زبون, فاضل عباس كاظم

تعد ظاهرة الاغراق السلعي واحدة من التحديات التي تواجه الاقتصاد العراقي ولاسيما بعدعام2003 حيث شهد ت السوق العراقية انفتاحا كبيرا امام السلع المستوردة من مختلف دولالعالم ، وكان لهذه الظاهرة الغير مخطط لها اثر كبير على الاقتصاد العراقي في جوانبه المختلفة فقد ادت الى تراجع القطاع الصناعي والقطاع الزراعي وتزايد معدلات البطالة وزيادة الميل نحو الاستهلاك عما كان عليه سابقا وقد ساهم في استشراء هذه الظاهره هو عدم وجود قوانين تنظم الاستيراد، والضعف الواضح في اجهزة الرقابه فضلا عن تأخر الحكومات المتعاقبه في وضع الحلول لهذه الظاهره.

هدف البحث الحالي الى التعرف على دور العدالة التنظيمية في تقليل ظاهرة التهكم التنظيمي لدى منتسبي كلية التربية – جامعة القادسية ،ومحاولة لجعل العدالة التنظيمية هي الصفة السائدة في كليات جامعة القادسية ومنها تحديدا كلية التربية كونها الكلية الاقدم والاكبر من حيث الاقسام واعداد المنتسبين الموجودين فيها . ان الاساس المنطقي الذي دعم هذا البحث هو ان العاملين اللذين يدركون العدالة من المرجح سيتوجهون الى السلوك الايجابي في مجال عملهم،والعكس صحيح وقد تكون مجتمع البحث من (140) فردا من العاملين في الكلية المذكورة في خمس اقسام علمية هي (علوم الحياة، والعلوم النفسية والتربوية، والفيزياء، والكيمياء، والتاريخ) فضلا عن العاملين في …

Large infrastructure investment decisions, especially for mega-projects defined as costing more than one billion U.S. dollars, are largely based on complex, unclear and non-transparent decision criteria. The project's specific context and a variety of actors and interests add to the complexity of the decision processes. All projects deviate, to a certain degree from a "rational" decision-making process, are politically motivated and subject to multiple interests. Cost-benefit analyses are conducted for about half of the projects. Twelve years after the ratification of the Voting Rights Act of 1965 [VRA], Richmond, Virginia elected a historic majority black city council. The 5-4 majority quickly appointed an African American lawyer named Henry Marsh, III to the mayoralty. Marsh, a nationally celebrated civil rights litigator, was not only the city’s first black mayor, but the council election of 1977 was also Richmond’s first since 1970. In 1972, a federal district court used the VRA’s preclearance clause in Section 5 to place a moratorium on council contests. This moratorium lasted until the Supreme Court and the Department of Justice determined whether …

Despite national gains in school enrollment, health, and economic development, adolescent girls in Upper Egypt are facing critical gender gaps in schooling (Isharq Program, 2013). The present research deals with how the Ishraq program, as non- formal education, has succeeded in advocating the education of adolescent girls in Upper Egypt and making their transition into formal schooling. Ishraq is a program running under an international NGO that is designed to address the educational problems in rural areas in Egypt where there are problems with schooling for young girls. The notion that public managers influence organizational performance is common in public administration research. However, less is known about why some managers are better at influencing organizational performance than others. Furthermore, relatively few studies have systematically examined managerial influence and scholars have yet to investigate either quantitatively or systematically managerial influence in the White House. Utilizing original survey data collected from former White House officials who served in the Reagan, George H.W. Drawing on qualitative data from forty counties in New York and North Carolina, this article examines the adoption of strategic human capital management (SHCM) principles and practices at the county level and presents a typology of five levels of SHCM adoption. The level of SHCM implementation in a county depends on: the view of the HR function by executive county leadership, the capacity of the county to engage in strategic planning and management, and the capacity of the HR director to think strategically about the role of HR in the government.
