The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. In the study of government accountability, there have long been arguments about which model is superior. These arguments, which are largely made by those in the performance and political accountability camps, state that their particular model is the best, and indeed only legitimate approach to ensuring accountable government. At the same time, there is growing research in policy tools but little in how accountability models and policy tools are linked in policy design.

The following paper presents the issues contributing to the lack of female representation in southern states. Throughout the work, the South is defined as the former eleven states of the Confederacy. Using statistical data from reputable centers and government organizations, personal interviews, and incorporating previous national research on women and politics, findings show that women face unique factors when considering to run for office and even winning political office. The Government Performance and Results Act (GPRA) of 1993 requires government agencies to conduct performance measurements of their contractors for purposes of evaluation and comparison. To be most meaningful, performance comparisons need to consider all relevant characteristics that are of importance to the agency. Yet, bounded rationality theory states that managers of complex programs may have insufficient time and resources to consider all potentially relevant factors. Therefore, metrics used for decision making need to incorporate all relevant factors before the information is provided to decision makers.

Cities And Sustainability: Polycentric Action And Multilevel Governance, George C. Homsy, Mildred E. Warner

Public Administration Faculty Scholarship

Polycentric theory, as applied to sustainability policy adoption, contends that municipalities will act independently to provide public services that protect the environment. Our multilevel regression analysis of survey responses from 1,497 municipalities across the United States challenges that notion. We find that internal drivers of municipal action are insufficient. Lower policy adoption is explained by capacity constraints. More policymaking occurs in states with a multilevel governance framework supportive of local sustainability action. Contrary to Fischel’s homevoter hypothesis, we find large cities and rural areas show higher levels of adoption than suburbs (possibly due to free riding within a metropolitan region).

This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. Principals’ Perceived Supervisory Behaviors Regarding Marginal Teachers In Two States, Bret Range, Paul Hewitt, Suzie Young

This descriptive study used an online survey to determine how principals in two states viewed the supervision of marginal teachers. Principals ranked their own evaluation of the teacher as the most important factor when identifying marginal teachers and relied on informal methods to diagnose marginal teaching. Female principals rated a majority of supervisory methods and data sources as being more useful and the importance of formative assessments and teachers’ self-reflection as significantly more important than did male principals. Female principals adopted a procedural style, while males identified with the situational style when working with marginal teachers.

From the early twentieth century to the present, citizen participation in U.S. public institutions—particularly schools—has continually decreased. The trend has been linked to the bureaucratization of public schools and their increasing reliance on expert knowledge for solutions to school- and education-related problems. The purpose of this study was to evaluate the impact of a parent training program designed to increase a school district’s capacity for public participation by parents and other citizens. This study examines several Texas university-based teacher preparation program screening measures and admission criteria. The researchers examined those measures stipulated in the Texas Administrative Code, as well as criteria that exceeded those required by the state. Identifying these measures and criteria will allow programs to maintain the boundaries of who becomes a teacher, thus providing the quality teachers required to educate productive members of society.

Prior studies about writing skills in professional degree programs show student writing skills are not at a professional level. There is no literature at present that identifies important and essential writing skills related specifically to undergraduate or graduate health administration programs. In an era of increasingly hyped Massive Open Online Courses (MOOCs) that seem to evoke feelings of both promise and peril for higher education, many institutions are struggling to find their niche among top-tier Ivy League schools offering courses to thousands of participants for free.
