This study aims to investigate the willingness to pay (WTP) for user charges imposed by the local government using an extended Theory of Planned Behavior (TPB). Viewing the local government as a service provider, the construct of perceived value is incorporated to determine behavioral intention toward user charges, marking a novel contribution of this study to the literature. Specifically, this study analyzes (1) the effect of each TPB construct—attitude toward the behavior, subjective norms, and perceived behavioral control (PBC)—on WTP, (2) the effect of perceived value on WTP, and (3) the indirect effect of perceived value on WTP mediated by …

The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This research investigates the institutional constraints shaping the adoption of AI-assisted proposal evaluation in federal ICT procurement, using U.S. Customs and Border Protection (CBP) as a case study. Although AI tools are increasingly used by contractors to generate proposals, their integration into government evaluation processes remain limited. Using institutional theory as an analytical framework, this study examines how regulative rules, normative expectations, and cognitive assumptions jointly reinforce a risk-averse procurement culture that inhibits automation. Over the course of two years, I spent more than 130 hours completing on-the- ground volunteer work with the Low-Income Taxpayer Clinic (LITC), a clinic within North Mississippi Rural Legal Services that provides free legal assistance to individuals navigating disputes with the IRS. While the Sixth Amendment guarantees legal representation in criminal cases, no such guarantee exists for civil matters such as tax disputes, housing instability, or loss of public benefits. This project explores strategies for enhancing front-line innovation within federal agencies through employee engagement with the U.S. Department of State's Passport Services Innovation Portal. Rooted in the principles of creative leadership and intrinsic motivation, the project addresses persistent barriers to innovation in federal settings, such as bureaucratic inertia and a lack of feedback mechanisms for idea submissions. Consumable substances have long been used to enhance performance and ease nerves in first-responder populations. Among these substances, caffeine and nicotine products are some of the most frequently used by law enforcement. For the purposes of this study, these substances will be coded as “soft substances” (SSs). As opposed to hard substances (heroin, methamphetamines, crack-cocaine, etc.) SSs are non-criminalized substances that do not significantly change one’s state of consciousness; these substances are also commonly used during the workday (e.g. nicotine used on smoke breaks, caffeinated drinks consumed during the day). This research explores the pricing disparities associated with the funeral industry in the Upper and Lower Peninsulas of Michigan. Evidence suggests that there is poor regulation of costs for services provided by the funeral industry, which leads to inconsistent pricing structures, which is especially noticeable when market competition in rural and densely populated counties is considered. This paper presents an evaluation of the current state and federal regulations. Gasoline tax revenue is becoming increasingly insufficient to fund road repairs and maintenance nationwide due to the increased fuel efficiency of gasoline-powered vehicles, increased sales of electric and hybrid alternatives, and overall construction cost inflation. Michigan’s solution to this problem, until now, has been to continually increase existing fuel taxes, which does little to address the aforementioned issues.
