Strategic Narratives To Counter Global Threats, Jerry E. Landrum, Chase Metcalf, Michael M. Posey

The US Army War College Quarterly: Parameters

This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

Trap-neuter-return (TNR) programs are an effective way to reduce the number of free-roaming cats without relying on euthanasia by preventing further reproduction. Despite substantial research into the effectiveness of TNR, few studies explore the financial implications of implementing TNR at the municipal level. The purpose of this research was to identify if there is a relationship between the implementation of TNR and municipal spending on animal services by analyzing annual budgets and financial reports pre- and post- TNR implementation in a single municipality alongside shelter data in the same time period. This presentation will investigate how to use data and technology to prevent human trafficking in communities, before it starts. It will explore the opportunity to utilize a novel machine learning approach to identify local risk factors to guide collaborative, data-oriented prevention programs. This research explores the contextualized use of Lean and Six Sigma (LSS) practices in the state governments in the United States. It analyzes LSS’s capacity to innovate public service administration to improve efficiency, effectiveness, and equity in government.
This study employed the Grounded Theory Method to analyze 2,048 LSS project reports from 32 state governments between 2003 and 2024, aiming to identify systematic patterns in the adjustment and application of LSS within state service administration and its outcomes.

The social economy is an economic framework that prioritizes social value over profit, emphasizing cooperation, solidarity, and community-based solutions to the failures of neoliberal market systems. In East Asia, the development of the social economy is often government-led, raising concerns about resource dependency and the long-term sustainability of Social Economy Organizations (SEOs). This dissertation investigates how network structures and diversity within a policy-driven social innovation cluster shape SEO survival, and how agglomeration economies operate differently compared to conventional industrial clusters. The case of Seoul Innovation Park (SI Park) in South Korea provides the empirical basis for the analysis.

This article explores how to ensure the quality of community-engaged learning (CEL) course outcomes for online courses. We share insights and knowledge of three instructors who have successfully integrated CEL into their online courses. Based on these instructors' experiences, this article discusses four key topics related to online CEL courses: finding mutually beneficial partnerships, managing expectations, managing student-partner interactions, and following up with students. While we have found that the benefits of CEL outweigh the drawbacks, adding CEL to the dynamics of an online course can prove complicated for instructors, who must consider the time commitment, communication challenges, and course …

It asserts that credible and effective leadership begins with inner orientation before it can be embodied as consistent, ethical action in the world. Through integration of leadership theory, developmental psychology, and theology, the project critiques conventional, strategy-driven paradigms of organizational well-being. Viewing the local government as a service provider, the construct of perceived value is incorporated to determine behavioral intention toward user charges, marking a novel contribution of this study to the literature. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This research investigates the institutional constraints shaping the adoption of AI-assisted proposal evaluation in federal ICT procurement, using U.S. Customs and Border Protection (CBP) as a case study. Although AI tools are increasingly used by contractors to generate proposals, their integration into government evaluation processes remain limited. Using institutional theory as an analytical framework, this study examines how regulative rules, normative expectations, and cognitive assumptions jointly reinforce a risk-averse procurement culture that inhibits automation. Over the course of two years, I spent more than 130 hours completing on-the- ground volunteer work with the Low-Income Taxpayer Clinic (LITC), a clinic within North Mississippi Rural Legal Services that provides free legal assistance to individuals navigating disputes with the IRS. While the Sixth Amendment guarantees legal representation in criminal cases, no such guarantee exists for civil matters such as tax disputes, housing instability, or loss of public benefits.
