With the U.S. federal government stepping away from climate change, a number of cities have indicated that they will continue efforts to reduce greenhouse gas emissions. Broad statistical analysis and case studies of larger and often progressive cities have provided some insight into what drives local governments to act on climate change mitigation. However, the vast majority of U.S. municipalities, most of them small, do nothing. Understanding what might drive smaller, poorer, and less progressive places is important if local governments are expected to take the lead on this global commons issue. Belmont is a primarily residential community of around 25,000 residents with a small commercial district. Public transit access to downtown Boston and neighboring Cambridge offers Belmont residents access to services, employment, and recreational activities outside of the town’s boundaries. With 22% of its population age 60 and older, Belmont is expecting to see an increase in the number of older residents in the coming years. Commissioned by the Belmont Council on Aging (COA), this report will serve to help the COA and Town to better understand Belmont’s current assets, potentials, and challenges and to plan for changing community needs.

This report presents the results of vegetation monitoring efforts in 2017 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire).

During the seventh full year of field work, crew members from NGPN visited eight long-term monitoring plots on May 22-25, 2017 to collect data on the plant communities at SCBL. This is part of a long-term monitoring effort to better understand the condition of the vegetation at SCBL. Executive Summary

From 2014-16, the Northern Great Plains Inventory & Monitoring Network (Network)—in collaboration with the Midwest Regional Biologist—used acoustic methods to monitor bat populations at 12 Network parks. Six parks were monitored using the nascent North American Bat Monitoring Program (NABat) framework. Six other parks did not meet a priori criteria for inclusion in NABat so they were monitored using similar methods, but a non-systematic sampling frame.

Fifty-five NABat stations were established along with 62 non-NABat stations. Stations were typically monitored for 4-7 nights each year using equipment that records the echolocation calls of bats. Fourteen mobile survey routes …

The use and abuse of Alcohol and Tobacco are two concerns of public health care system in Australia. In 1995, 3.2 adults in Australia were identified at risk of developing chronic conditions from smoking tobacco. This was equivalent to around 23.5% of the adult population (quitnow). Tobacco is associated with an increased risk of a wide range of health conditions, including heart disease, diabetes, stroke, cancer, renal disease, eye disease and respiratory conditions such as asthma, emphysema and bronchitis. In this project, several comparison schools were interviewed and disclosed to have used search lists to find candidates. The organizations that have valuable search lists which may be of good use for the School of Professional Studies include Educational Testing Service (ETS) and the Graduate Management Admission Council (GMAC). By choosing criteria such as demographics, location, academic performance, educational history provided by search lists, we believe there are many quality candidates for SPS programs. Institutional Theory And The History Of District-Level School Reform: A Reintroduction, Judith R. Kafka

In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

Local governmental units in the United States are struggling to cope with dwindling public resources and surging public demands. They often turn to interlocal agreements (ILAs) as a collaborative means by which to more effectively serve their constituents. Unfortunately, many ILAs never materialize or fail prematurely. The purpose of this qualitative, phenomenological study was to explore the experiences of 13 purposefully selected mayors in the State of Indiana to discover what factors they considered important when making their ILA entry and continuation decisions.
