The use and abuse of Alcohol and Tobacco are two concerns of public health care system in Australia. In 1995, 3.2 adults in Australia were identified at risk of developing chronic conditions from smoking tobacco. This was equivalent to around 23.5% of the adult population (quitnow). Tobacco is associated with an increased risk of a wide range of health conditions, including heart disease, diabetes, stroke, cancer, renal disease, eye disease and respiratory conditions such as asthma, emphysema and bronchitis. In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

This correlational study was done to find out if the degree of presence of principal leadership characteristics can predict when high expectations are effective and when they are not. For 400 years, courts have adjudicated disputes between private parties about the validity of patents. Inventors apply for patents to an administrative agency. Patent examiners review the application to determine whether or not an idea is valid to have a patent issued. Patent examiners are people and sometimes errors are made. An administrative agency must have an administrative avenue to review a potential error. Six years ago, Congress created a review with the implementation of inter parte reviews. The purpose of this quantitative study was to examine the relationship between generational cohort and cohort perceptions of managerial effectiveness within the context of the federal public service. Data in this study were derived from the Federal Employee Viewpoint Survey, which included 421,748 full-time, part-time, and nonseasonal federal government employees geographically dispersed across the United States and overseas. The results of the study indicated that ratings of managerial effectiveness by all four generational cohorts for all three levels of managers studied were relatively high with correlation coefficients ranging from .96 to .99.
