This paper examines a dynamic stochastic economy with a benevolent government that cannot commit to its future policies. I consider equilibria that are timeconsistent and allow for history-dependent strategies. A new numerical algorithm is developed to solve for the set of equilibrium payoffs. For a baseline economy calibrated to the U.S. economy, the capital income tax with the highest social welfare is slightly procyclical, while the labor income tax is countercyclical. Compared with the data, this equilibrium provides a better account of the cyclical properties of U.S. tax policy than other solutions that abstract from history dependence. The welfare cost …

In 2004, over 27 million Americans voted prior to Election Day through early voting policies that exist in the United States. One of the most discussed questions is whether early voting has an effect on voter turnout.

In this analysis, I will review the voter turnout of states during the 2008 and 2010 election years. By executing this analysis, I hope to determine if these policies affect voter turnout. The analysis in this paper is designed to find out whether the vehicle use restriction policy issued by Beijing Municipal Government contributed to a change of air quality in 2014. I analyze both Chinese data and data collected by the U.S. Embassy in Beijing in order to determine whether the type of data used makes a difference to the findings.

The affordability of healthcare is a major, recurring topic in the media. One of President Obama’s cornerstone policies has been the attempt to make health care affordable. Part of the concern lies in cost differences for similar procedures. The cost for a standardized procedure such as abnormal cardiac dysrhythmia without complication varies greatly between hospitals. The cost difference of a patient getting treated for such an event can be an average of $30,000 depending on which hospital you go to. This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

Social well-being indices measure how fishing communities are likely to be affected by social-ecological perturbations, and are a significant tool to identify the primary issues influencing communities’ sustained participation in fishing activities. In an attempt to further our understanding of how communities are affected by such perturbations, we have developed a rapid assessment methodology to test the external validity of a set of well-being indices that measure community vulnerability. This paper provides a case study for information sharing within a public/private not-for-profit partnership organization called ACTRA – Arizona Cyber Threat Response Alliance, Inc.. This initiative is comprised of public and private entities with government agencies as invited guests aligned around the goal of improved response to cyber security events. Technical, political, legal and organizational issues arise when multiple parties attempt to exchange information in a formal setting. Benefits and specific solutions developed are discussed. The study concludes with several areas for future improvement and investigation as well as recommendations for newly forming sharing groups.

The study examines task evaluation techniques; task outcomes and group structure composition in counteracting social loafing. The approach espoused in this paper is to assess the conventional literature that provides strong support for existence of social loafing phenomenon in groups and to predict counteracting from aforementioned variables.Based on latest literature innovative ways for combating social loafing are discussed. Results provide conclusive support that enhancing evaluation method, task outcomes and group structure were associated with reduced occurrence of social loafing. The policy incites controversy over domination of one coalition over the other and the future of legislative-executive inter-institutional relations. This article tries to address the problem of a corrupt and broken electoral system that has been captured by special interests through big money spending in political campaigns, while at the same time preserving the spirit of the Free Speech Clause of our Constitution. In doing so, this article first reviews and summarizes the different alternatives proposed as potential fixes for the campaign finance problem. It then explains why none of the proposed alternatives can accomplish the dual goals set out above. Trans youth are some of the most marginalized youths in schools. In 2012, the Ontario Government passed two legislations, one of which was the Accepting Schools Act, strengthening supports for lesbian, gay, bisexual, transgender, or questioning (LGBTQ) students in schools. The other was Toby’s Act, an amendment to the Ontario Human Rights Code including protection from discrimination on the grounds of gender identity and gender expression. This case study explored the use of site-visitation as a diagnostic tool for school improvement. Nine charter schools in New Orleans were selected for the study. Based on qualitative research and systems theory, a within- and cross-case analysis of nine semi-structured interviews with school leaders were conducted. The school leaders’ experiences with the state-run site-visitation model and their use of the findings for school improvement was explored. The findings led to the development of a hybrid accountability model that encompasses the components school leaders believe will lead to school improvement. Paid Family Leave policies are rare in the United States. Around the world, one hundred and eighty-two countries provide some form of paid maternity leave, and seventy countries also offer paid paternity leave. It is estimated that only 36 percent of U.S. employees have access to paid leave if they get sick, a policy that is almost universal in other developed countries, and only 12 percent of employees have access to paid family leave. FBI crime data show that the number of violent youth arrests declined between 2012 and 2013, with aggravated assaults dropping significantly. Youth arrests peaked in the nineties, began to decline sharply before rebounding in 2006, and dropped again in 2008. This databit looks at violent youth arrest rates based on crime offenses from 1980 to 2013.
