Much of the literature on human rights foreign policy assumes - sometimes explicitly but usually implicitly - that constituents want foreign policy conditioned on human rights or that human rights policy is a political “good” for policymakers to pursue. Yet, little scholarly work has been done to support this assumption, either in terms of providing theoretical foundations for this assumption or assessing the empirical support for it. And this assumption matters not just for the academic literature but also for the practice of human rights advocacy. This article reviews cultural (and country) differences in support for human rights through multiple conceptual and theoretical lenses. This review will include (a) discussion of the difficulties that language translation imposes of measuring human rights support consistently across countries, (b) studies of whether persons in different cultures have a common understanding of the meaning of human rights, (c) the general level of support for human rights across the world, (d) the stability of cultural differences in support for human rights across the years, and (e) evidence related to whether events that happen within a country (e.g., a terrorist attack) alter …

This paper examines the ways in which professionals in a range of fields—the health professions, education, journalism, and law to name just a few—have the capacity to engage in critical work in the promotion of human rights. Whereas the scholarly study of human rights focuses largely on formal law and governance processes, this paper explores how strategies for promoting human rights might be integrated into the everyday work lives of professionals. Road To Recovery: Recidivism And The Mclean County Drug Court, Julia Neaves

This study explores the effectiveness of the McLean County Drug Court at reducing time to recidivism using survival analysis techniques. Data on 146 drug court participants was collected using the county’s proprietary case management systems. Findings suggest that length of drug court programming significantly reduces time to recidivism. Unfortunately, black offenders and offenders with prior criminal history were found to return to the prison system more rapidly than other groups, suggesting that drug court programming may not be addressing the greater systemic issues present in the criminal justice system. "In 2013, the Corporation for National and Community Service (CNCS) initiated a national evaluation of the Retired and Senior Volunteer Program (RSVP). The national evaluation was intended to collect the necessary information to better guide the RSVP program and to address three objectives: 1) describe the characteristics of RSVP volunteers, including how volunteers are distributed across CNCS’s performance measure categories, and how volunteers allocated their time to different service activities across the performance measure categories; 2) measure the relationship between volunteer characteristics, service activities, and volunteers’ psychosocial health; and 3) measure the impact of RSVP national service participation on volunteers’ …

Since 1962, the Queensland government has employed a shark control program consisting of shark nets and drum lines off the coast of popular beaches. This program is intended to protect beachgoers from shark interactions by fishing down local shark populations, reasoning that the fewer “large sharks that are present, all things being equal, the less chance of an attack occurring” (McPhee, 2012). Despite the numerous initiatives suggested and implemented to reform education in Egypt, very little was achieved in terms of improving education quality and, consequently, boosting development and democratic transition processes in Egypt. This paper argued that basic education in Egypt suffered variant degrees of weaknesses in applying good governance dimensions, including participation, accountability, responsiveness, fighting corruption, effectiveness and transparency, which ultimately affected negatively the overall performance of the basic education sector in Egypt. This report looks at how the academic and practitioner worlds must collaborate to develop an effective, desistance-promoting approach to criminal justice. Interventions need to be desistance-focused and tailored to individual circumstances rather than standardized programming. Interventions should shift away from an emphasis on risk and criminogenic needs and help individuals overcome obstacles to desistance.

This paper explores how participatory monitoring & evaluation can be a powerful tool for giving voices to marginalized communities, ensuring that the voices of beneficiaries and local stakeholders are heard and inform sustainable project design. It analyzes a participatory monitoring and evaluation methodology implemented for women’s credit cooperatives in Gujarat, India by the Human Development & Research Centre, and examines lessons to be learned to design evaluations facilitating inclusive development.

The Center for Public Service worked with the City of Creswell, Oregon to assess their current policing arrangements and service demand, and to develop a series of options for police services. Creswell is a small city of about 5,000 just south of Eugene, Oregon. Creswell currently purchases its police services from the Lane County Sheriff under an annual intergovernmental agreement (IGA). Citizens in the community have challenged this model and proposed the establishment of a city police department. Chittenden County, Vermont is suffering from increasing homelessness and poverty among both individuals and families. Residents of Chittenden County face an urban rental vacancy rate of less than .5% in Burlington, VT where the majority of jobs are located and only a 3% vacancy in suburban towns. Residents face waiting lists for rental subsidies of up to 8 years, and decreasing access to services for working class populations who are facing rent to income ratios of nearly 70% and utility costs of 30% of their income. The market rent is increasing and the state budget faces deep cuts to services. …

This report gives insight into how researchers at the John Jay Research and Evaluation Center used Respondent-Driven Sampling (RDS) to measures changes in violence-related attitudes and values of young men (age 18-30) in at-risk neighborhoods and compares areas with and without Cure Violence programs. The RDS method allows researchers to reach difficult-to-recruit populations and helps to increase the credibility of the study.

Using A Merit-Based Scholarship Program To Increase Rates Of College Enrollment In An Urban School District: The Case Of The Pittsburgh Promise, Robert Bozick, Gabriella Gonzalez, John Engberg

The Pittsburgh Promise is a scholarship program that provides $5,000 per year toward college tuition for public high school graduates in Pittsburgh, Pennsylvania who earned a 2.5 GPA and a 90% attendance record. This study used a difference-in-difference design to assess whether the introduction of the Promise scholarship program directly influenced changes in rates of college enrollment among students graduating from Pittsburgh public high schools in years immediately following the launch of the program. Becker’s (1964) standard human capital investment model, which predicts that youth make cost-benefit calculations to guide their college enrollment decisions, provides the framework for the analysis. …

Foreign civilian nuclear start-ups have an increasing number of international partners capable of supplying fuel cycle technologies. The desire to prevent the spread of dual-use enrichment and reprocessing technology by asking partner states to rely on international fuel markets is a major obstacle for US negotiating civilian nuclear trade agreements, leading to delays. US participation in emerging nuclear markets is being undercut by foreign competition, leading to decreasing economic competition and influence in international nonproliferation issues. It is therefore necessary for the US to reinvest and complete its domestic nuclear fuel cycle and modify its process for implementing civilian nuclear …
