Current funding streams for the Broome County Land Bank will expire at the end of 2016 and need to be replaced. The ExecuJve Director idenJfied a budgetary need of $200,000 each year. I recommend that this budget be funded by increasing the Broome County mortgage tax and reallocaJng Broome County Hotel/Motel Occupancy Tax revenues.

Liberal democracies encourage citizen participation and protect our freedoms, yet these regimes elect politicians and decide important issues with electoral and legislative systems that are less inclusive than other arrangements. Some citizens inevitably have more influence than others. Is this a problem? Yes, because similarly just but more inclusive systems are possible. Political theorists and philosophers should be arguing for particular institutional forms, with particular geographies, consistent with justice.

This study analyzes the determinants of early-stage VC investments by identifying characteristics in the economic, institutional, as well as cultural framework that could explain the diverging levels of early-stage VC investments across countries. Data was assembled for 16 countries during the period from 1995 until 2013. The results indicate that countries that are more open to trade are associated with higher levels in early-stage venture capital. A higher unemployment rate negatively affects a country’s level of early-stage VC funds. Higher R&D expenditures as a proxy for the technological and innovation capacity in a country as well as a higher value …

I want to help the Honors College at Bowling Green State University to recruit and retain high school and honors students. The largest part of my honors project will be formulating a social media policy that will create guidelines for the Honors College social media pages. This way, the social media pages fall into line with BGSU standards while operations of the social media pages remain simple and effective.

International aid is often ineffective because it is delivered without an understanding of local ideologies and contexts. My Capstone examined whether or not international aid in northern Ghana could be effective when addressing adolescent pregnancy. The Ghanaian programs I address in my Capstone are six non-governmental organizations, a government sub-district clinic and government junior high schools. The majority of my data was collected through interviews with individuals at all levels of the organizations, including directors, staff members, volunteers and individuals seeking the organization’s services. The Census Bureau states “more than 45 million people, or 14.5 percent of all Americans, lived below the poverty line last year [2013].” Many of these individuals are living in substandard housing conditions, which are causing preventable poor lung health among the population. The CDC reported that asthma was linked to 3,404 deaths in 2010. The link between poor health and living conditions is a hypothesis that has been contemplated for a long time now. A critical factor of gender and development is the political empowerment of women. Beyond this equality, however, what are the effects of women in government? This paper investigates these effects by examining the relationship between the percentage of women in parliament and overall government effectiveness. The research strongly supports the theory that women are more effective political leaders than their male counterparts.

A roadmap for `new policy design' studies now exists in the orientation which has emerged in recent years towards the formulation of complex policy mixes.The new design orientation focuses on bundles or portfolios of tools and the interactive effects which occur when multiple tools are used over time in policy packages designed to address multiple goals, and upon more complex multi-policy and multi-level design contexts.This review article examines the differences between the `old' instrument orientation and the `new' design one, setting out the current research agenda in this field and its rationale.

This study examines barriers to early detection for women’s specific cancers in rural India in and around Dehradun, Uttarakhand, within the framework of existing health outreach programs from tertiary hospitals in the state. When justice-involved youth are supervised by local agencies and placed with locally operated programs rather than being sent away to state facilities, they are better able to maintain community ties. They stay connected with their families, and they are more likely to remain in local schools. Policy reforms that localize the justice system are often called “realignment.” New York’s “Close to Home” (or C2H) initiative is a prominent example of youth justice realignment. Between 1948 and 1990, the Inter-University Case Program (ICP)—named during its early years “The Committee on Public Administration Cases” (CPAC)—published five case books and 170 individual studies of government policy-making and administration. The Program was created by educators who had spent over three years working in Washington wartime agencies. They wanted to show their post-war university students an aspect of public administration that was largely ignored by prewar textbooks: namely, the civil servant’s role in the making and carrying out of public policies. New research from the John Jay College Research & Evaluation Center (JohnJayREC) suggests that the Cure Violence strategy may effectively reduce the incidence of homicide. Researchers at John Jay worked with analysts at the New York Police Department (NYPD) to assemble information about violence in New York City neighborhoods and compared areas with and without Cure Violence programs. The analysis focused on programs in three areas: two in Brooklyn and one in Manhattan. All three areas were operating Cure Violence programs as of 2010, and homicides were tracked through 2013. The city of Portland, Oregon, is often hailed in news and popular media as the capital of the U.S. alternative food movement. In 2002, the Portland Multnomah Food Policy Council (PMFPC) was established to address the region's growing interest in cultivating a sustainable local food system. Council members contributed to many notable achievements, including a healthy corner store initiative, a beginning farmer training program, and changes to zoning codes to expand urban agriculture. This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. This paper discusses the politics of policy making behind the signing of the parliamen¬tary institutional arrangement law (UU MD3 2014) from new institutionalism approach. The policy incites controversy over domination of one coalition over the other and the future of legislative-executive inter-institutional relations. This study argues that in the policy making, the drive for power domination in the parliament and the dynamics of contestation in the presidential election strongly affected its process. This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals?
