Public policies are the result of efforts made by governments to alter aspects of behaviour—both that of their ownagents and of society at large—in order to carry out some end or purpose. They are comprised of arrangements of policygoals and policy means matched through some decision-making process. These policy-making efforts can be more,or less, systematic in attempting to match ends and means in a logical fashion or can result from much less systematicprocesses. “Policy design” implies a knowledge-based process in which the choice of means or mechanisms throughwhich policy goals are given effect follows a logical process of inference from …

This research aims to examine the relationship between population change and college readiness in Nebraska. Nebraska as well as three counties: Box Butte County, Lancaster County, and Scotts Bluff County were used as locations for this study. The process for analyzing the relationship is done in three parts. First, data was collected from the Nebraska Department of Education about high school variables such as teacher characteristics and attendance rates. Next, U.S. Census Bureau data was used to create socio-economic standards for the various locations. Finally, the high school variables and socio-economic standards were compared to several college readiness indicators to …

According to juvenile court data, the number of formally handled juvenile cases, as well as out-of-home placements for juveniles, dropped between 1996 and 2011. The rate of decline was much lower for 17-year-old juveniles than those 16 and under. This databit looks at the rate of out-of-home placements for juveniles between 1985 to 2011.

The government estimates by the end of the fiscal year over 90,000 children will enter the United States. According to the United Nations High Commissioner for Refugees 58% of these children were forcibly displaced and are potentially in need of international protection. However, in U.S. immigration law unaccompanied children are often seen as illegal migrants and law enforcement prioritizes their “alien” status over their status as children. As the crisis escalates, many of these children are being housed at emergency shelters in icebox-cold cells – nicknamed hierleras, Spanish for freezers, with no access to food or medical care, while DHS …

Financial debt associated with legal system involvement is a pressing issue that affects the criminal justice system, offenders, and taxpayers. Mere contact with the criminal justice system often results in fees and fines that increase with progression through the system. Criminal justice fines and fees punish offenders and are designed to generate revenue for legal systems operating on limited budgets. However, fines and fees often fail to accomplish this second goal because many offenders are too poor to pay them. The Millennium Declaration adopted in the year 2000 by the United Nations member states lists the fundamental goals and objectives agreed in various international forums and summits. From this Declaration eight Millennium Development Goals (MDGs) were born. The mandate was to provide standards to gauge the advancement towards global poverty and to achieve them by the year 2015. Criminal justice punishments are an investment that societies make to protect the safety and order of communities. Following decades of rising prison populations, however, U.S. policymakers are beginning to wonder if they have invested too much in punishment. Policies adopted in previous decades now incarcerate large numbers of Americans and impose considerable costs on states. Mass incarceration policies are costly and potentially iatrogenic—i.e., they may transform offenders into repeat offenders. The purpose of this research was to evaluate the effectiveness of the Healing for Educational Achievement Resource Team (H.E.A.R.T.). H.E.A.R.T. is a committee of staff at a middle school in Dorchester. Dorchester is a violence hotspot in Boston, MA, and students in such areas need to heal from traumas while meeting academic requirements. In order to meet their students’ needs and achieve their goals, schools need to practice trauma informed care. Federalism often creates additional decisions for interest groups in determining how best to advocate for their policy recommendations in the legislative process. Should they focus their advocacy at the local, state, or national level of government? What activities should they use at each level of government? This dissertation examines interest group behaviors in water quality policy in the Great Lakes region from 1940 to 2000, in oil policy in the Beaufort Sea region from 1970 to 2000, and in both policy areas in 2010-2013.
