Higher education is arguably critical for healing and stabilization in postconflict contexts, by developing leaders who value peace and have the skill sets to achieve it in various sectors. A rapidly growing body of literature concludes that peace education in particular has great potential to transform postconflict communities, both in higher education and at other levels of schooling. Yet there exists little rigorous analysis of the decisions faced by educational leaders responsible for implementing such programs, particularly those in postconflict settings where the needs are uniquely challenging.

The magnitude of internal displacement worldwide is growing every year and represents a tripling of the existing number of refugees worldwide. Internally displaced persons have specific vulnerabilities and the system of assistance to them needs to be adapted and revised. The purpose of this case study was to identify external factors that influence protection interventions for internally displaced persons in humanitarian response. Using Benet's Polarities of Democracy theory and the Theory of Change Conceptual Framework as a framework, the study sought to identify key external factors influencing protection intervention in humanitarian aid settings. This dissertation defines and explores the concept of inclusive governance, highlighting linkages between inclusion in governance, legitimacy, and peace. Focusing specifically on the inclusion of traditional, local systems of governance in state government, I explore the unique role traditional institutions have as a bridge between the communities they serve and the government. I examine the relationship between governance, quality of inclusion, legitimacy, and sustainable peace through case studies, challenging prevailing narratives and conceptualizing inclusive governance through a reflexive analysis of existing literature, theory, and empirical evidence.

Stories are used to help shape and narrate perceptions about the world, and they serve to pass on vital information that impacts how a society responds to threats and vulnerabilities. Law enforcement officers in the United States are authorized to utilize force (Alpert & MacDonald, 2001); however, the use of force can cause physical and emotional trauma to the person against whom it is used, and to the person’s loved ones (WHO, 2002; Bloom, 2012; APA, 2013). The needs and rights of traumatized individuals must be addressed for healing to occur (U.S. DOJ, 2013). In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. Today it is generally accepted that the duty to prevent is legally binding, but there is still uncertainty in international law about its specific content.
