Researchers have found an overlap of psychological symptoms in victims of Post-Traumatic Stress Disorder and Continuous Traumatic Stress. Although the circumstances inducing the psychological reactions are different, the symptoms mimic one another without a clear cut demarcation, calling for practitioners to be cautious of contexts inducing psychopathology that is triggered through re-experiencing of past trauma when they are assessing and intervening with ongoing trauma-exposed communities. Higher education is arguably critical for healing and stabilization in postconflict contexts, by developing leaders who value peace and have the skill sets to achieve it in various sectors. A rapidly growing body of literature concludes that peace education in particular has great potential to transform postconflict communities, both in higher education and at other levels of schooling. Yet there exists little rigorous analysis of the decisions faced by educational leaders responsible for implementing such programs, particularly those in postconflict settings where the needs are uniquely challenging.

This dissertation defines and explores the concept of inclusive governance, highlighting linkages between inclusion in governance, legitimacy, and peace. Focusing specifically on the inclusion of traditional, local systems of governance in state government, I explore the unique role traditional institutions have as a bridge between the communities they serve and the government. I examine the relationship between governance, quality of inclusion, legitimacy, and sustainable peace through case studies, challenging prevailing narratives and conceptualizing inclusive governance through a reflexive analysis of existing literature, theory, and empirical evidence.

Law enforcement officers in the United States are authorized to utilize force (Alpert & MacDonald, 2001); however, the use of force can cause physical and emotional trauma to the person against whom it is used, and to the person’s loved ones (WHO, 2002; Bloom, 2012; APA, 2013). The needs and rights of traumatized individuals must be addressed for healing to occur (U.S. DOJ, 2013). In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy.
