This dissertation investigates the relationship between land use policies and health equity in rural American counties. Utilizing a qualitative case study approach, the research scrutinizes eight counties across four states, examining publicly available data such as census details, land use policy documents, community health reports, and planning documents. The study is guided by two main research questions: 1) Are there land use policies in rural America that align with the creation of health equitable communities? and 2) Do health equitable communities within rural America feature equity in housing stock? This dissertation comprises three essays that investigate different facets of environmental hazards and their implications for policy and governance. While each essay examines a different topic area, they are all linked by examining how entities respond to incentives at the intersection of environmental risk and public policy. Each chapter informs a distinct literature within environmental policy and utilizes different methodologies to examine largely unexplored research questions.

Much like movies, research on why women offend had historically focused on men as their stellar. Over 1700 complete streets policies have been adopted by state and local government; these policies typically provide that streets shall be designed to benefit all users, not just motorists. This article analyzes some complete streets policies, and concludes that even above-average policies are often too vague and underfunded to significantly change the status quo. The article suggests a variety of reforms that might make complete streets policies more effective.

This green paper, written in the Commonwealth of Kentucky and applicable to any jurisdictions in the U.S. and abroad, provides policy guidance to state and local authorities that wish to bring their building and energy conservation codes to more current technological and methodological standards. Specifically, this green paper presents the case for cycle-based adoption of model building and energy conservation codes published every three years by the International Code Council (ICC). In doing so, the paper also discusses the numerous benefits and challenges to implementing such a policy.

In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities. This paper seeks to evaluate different technologies in energy storage to determine which ones have the most potential to benefit the energy grid. Technologies like pumped hydro, thermal, gravity, hydrogen, and compressed air storage will be evaluated based on overall costs, marginal costs, unique applications, and efficiency. This paper compares the technologies to batteries on the previous criteria. I also provide a discussion on the policy and economic barriers to the further use of non-battery technologies to support grid reliability during the transition to a cleaner grid that is more reliant on variable renewable generators.

In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

The Nebraska Department of Natural Resources (NDNR) has developed several hydrologic models to help effectively manage water resources in the state. These models guide water managers to allocate surface and groundwater supplies to a range of uses (irrigation, environmental protection, interstate water agreements) and evaluate the impacts of changes to the surface water-groundwater system (e.g., new wells, evolving recharge patterns).
