National governments, International Financial Institutions, and the G-20 have intensified investments of infrastructure to boost economic growth in the wake of economic recessions and the impacts of the COVID-19 pandemic. This infrastructure enables investments in large-scale agriculture, ranching, mining, and oil and gas extraction which tend to intensify the current inequalities. These activities is slated to occur in tropical forests and on lands historically occupied by Indigenous, Afro-Descendant, Traditional and other rural peoples. This has unprecedented negative impact on the ecosystem, the biodiversity as well as on the peoples.

The bayou communities situated at the southern ends of Terrebonne Parish, Louisiana possess a rich and uniquely diverse cultural heritage. However, economic factors, combined with environmental issues such as land loss from oil and gas dredging, subsidence, and rising seas, have spurred significant migration “up the bayou” in recent decades, threatening the loss of these cultures and leaving behind a population that is growing increasingly more vulnerable. Yet there is a rich variety of arts infrastructure in Singapore today, from exhibition spaces to performing arts venues and state-subsidised artist studios. In a July 2020 report, the Congressional Budget Office estimated that modest investments in the IRS would generate somewhere between $60 and $100 billion in additional revenue over a decade. This is qualitatively correct. But quantitatively, the revenue potential is much more significant than the CBO report suggests. We highlight five reasons for the CBO’s underestimation: 1) the scale of the investment in the IRS contemplated is modest and far short of sufficient even to return the IRS budget to 2011 levels; 2) the CBO contemplates a limited range of interventions, excluding entirely progress on information reporting and technological advancements; …

Participation In The Belt And Road Initiative: Who Joins And Why?, Patrick Groening

The Belt and Road Initiative (BRI) is a large-scale, global infrastructure project introduced by Chinese President Xi Jinping in 2013. The primary goal is to invest in infrastructure projects across Eurasia and Africa in an effort to improve regional connectivity. This research explains who participates in the BRI through cross-country quantitative analysis and two in-depth qualitative case studies. Through a logit analysis of political economy factors such as GDP per capita, FDI inflows, aid data, and others, I find that economic need is a significant predictor of membership as well as previous involvement in Chinese organizations such as the AIIB. …

The Economic Impacts Of School Closure In Rural Maine, Heather Perry

The purpose of this case study research was to examine the economic impact of school closures on three rural communities in Maine. I created a conceptual framework around six healthy community economic markers. Each of the six markers are studied in 2010 when schools were closed and then again in 2016. This data, in addition to perceptions data from stakeholders in each of the three communities was studied to determine if the closure of the school had any impact on these healthy economic markers. This Article surveys intergovernmental institutions across federal states. Generally, these institutions offer meaningful cooperation for the different levels of government when addressing state problems. These institutions, however, often lack political authority to bind institutional members or implement authoritative state actions.

This Article proceeds in two general parts. First, this Article taxonomizes intergovernmental institutions across federal systems. Though few intergovernmental institutions are constitutionally mandated bodies, several federal states have enacted legislation to formalize these institutions while others simply utilize informal arrangements. In the summer of 2018, after it was revealed that there were dangerous levels of lead in the drinking water in Newark, New Jersey, the Natural Resources Defense Council and the New Jersey Education Workers Caucus filed a lawsuit against the City of Newark. They claimed the city did not comply with statues in the Safe Drinking Water Act, Lead and Copper Rule, and New Jersey’s Open Public Records Act.
