In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

The Nebraska Department of Natural Resources (NDNR) has developed several hydrologic models to help effectively manage water resources in the state. These models guide water managers to allocate surface and groundwater supplies to a range of uses (irrigation, environmental protection, interstate water agreements) and evaluate the impacts of changes to the surface water-groundwater system (e.g., new wells, evolving recharge patterns). Two such models, the Central Nebraska (CENEB) model and the Cooperative Hydrology Study (COHYST) model cover north central and south central Nebraska, respectively, but the model domains overlap along a west-east strip between the Platte and Loup Rivers, enabling direct …

This report summarizes the results from the fourteenth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally representative sample of 2,531 respondents completed the online survey from February 13 to March 23, 2023. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. This paper advances recent theorisations of the body-as-infrastructure by exploring the premise that there are multiple bodily infrastructures at play at any one time. It focusses on three infrastructural formations – the body, the skin that encases the body, and tattoos as visual inscriptions on the skin – that jostle against each other for representational primacy. The layering of infrastructure-upon-infrastructure leads to understandings of the self that exist in a state of tension with societal norms and the illusions of self-representation. The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well. Carbon offsets have come under increasing scrutiny due to uncertainties in real carbon abatement, transparency, and fears that it will exacerbate global inequality by allowing the global North to ‘pay to pollute’ through ethically questionable projects in the South. Introduction: Quantitative studies on drinking water perceptions in Appalachia are limited. High-profile water infrastructure failures in the U.S. and Eastern Kentucky, coupled with human-made and natural disasters in the Appalachian Region, have likely impacted opinions regarding tap water.

Purpose: To use existing unexplored data to describe baseline tap water v. bottled water consumption in Kentucky.

Methods: Telephone-based cross-sectional data were obtained from the 2013 Kentucky Health Issues Poll (KHIP) directed by the Foundation for a Healthy Kentucky. This study investigates the impact of global networks on e-government development and the role of political regime types in e-government diffusion through international networks. We built a unique social network dataset that covers 148 countries for the years between 2003 and 2014. Our network dataset is rooted in two assumptions: 1) international organizations serve as peak organizations for international policy networks, 2) public managers who participate in international e-government conferences held by the UN and OECD work as boundary spanners. Cities that grow naturally over time integrate spaces of gathering that allow for serendipitous happenstance. However, the cities we design today instruct and codify through intentional planning and design; they assign use, hardening specific function to place. Such strategies lead to spaces devoid of spirit, inculcating in city-dwellers to a sense of disconnect from the city.

In contrast to this, the places we make as children, express our intuitive, direct, and unselfconscious relationships with space and one other. These spaces embody softness through their malleability and adaptability, borrowing from the world around them and imbuing the ordinary with imagination. …
