Florida Local Public Administrator Perspectives On Decentralized Wastewater Treatment, Jude Hagan

Decentralized wastewater treatment (DWT) systems, such as onsite greywater recycling and septic systems, have been demonstrated to be a potentially more sustainable, cost-effective, and disaster-resilient alternative to traditional centralized systems by treating wastewater at or near the source. However, many barriers exist that have prevented the widespread implementation of DWT, such as public opposition, lack of resources, government regulations, public health concerns, and capital costs. In this study, local emergency managers, urban planners, and utility/wastewater managers in Florida were surveyed to determine their perceptions and levels of knowledge on DWT. Embankments are essential components of transportation infrastructure, providing crucial support for long stretches of highways, railways, and other routes in California and around the world. Clay embankments are susceptible to weather-related deterioration processes that can gradually compromise their stability and, in some cases, lead to unexpected failures. Climate change, along with the associated shifts in weather patterns, is projected to adversely impact the weather-related deterioration processes, leading to exacerbated failures and/or shorter service life. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. This policy primer provides an overview of Nevada’s transferable tax credit program for film and other productions and reviews articles, reports, audits, and studies of film tax credits as a tool for economic development in the United States. This review considers a significant body of work analyzing the use of film tax credits in support of economic development. This fact sheet presents data on Urban Heat Islands (UHIs) in six cities across five Mountain West states: Arizona, Colorado, Nevada, New Mexico, and Utah. The data are derived from the 2024 Climate Central report, “Urban Heat Hot Spots in 65 Cities,” which includes data on how UHIs boost temperatures in 65 major cities across the United States. This fact sheet focuses on UHIs in six Mountain West cities: Albuquerque, NM; Denver, CO; Las Vegas, NV; Phoenix, AZ; Salt Lake City, UT; and Tucson, AZ.

This fact sheet presents data on the number of federal funding awards granted to the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah between 2021 and 2024. These awards include investments authorized under major federal legislation such as the Inflation Reduction Act (IRA), CHIPS and Science Act, and Bipartisan Infrastructure Law (BIL), among other programs tracked by Invest.gov. The One Big Beautiful Bill Act (OBBBA) will see funding for these programs sunsetted (terminated as the above legislation expires).

A prominent recent policy debate is about “abundance policies”: policies to make it easier to build housing or infrastructure, deliver government services more quickly and more efficiently, and expedite the public funding of the most innovative and socially impactful research. In this essay, I argue that abundance advocates often mistakenly ignore or have a negative attitude toward “place-based policies.” These place-based policies would seek to increase employment rates, particularly in good jobs, in two types of distressed places that lack abundant job opportunities: distressed local labor markets and distressed neighborhoods. This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Contrary to much of the modern literature finds transportation infrastructure leads to decentralization, I find the opposite-evidence of centralization. The overarching goal of this dissertation is to develop an integrated, simulation-driven framework to assess and enhance the resilience of interdependent transportation and healthcare systems before, during, and after natural hazards. By examining how spatial disruptions, social vulnerability, operational constraints, and infrastructure interdependencies affect access to and functionality of hospitals, this research offers a multifaceted evaluation of system performance under stress. This dissertation examines the impact of natural hazards, particularly floods, on the interdependent transportation and healthcare systems. To improve understanding of the impact of natural hazards on the U.S. railway system, this project developed a comprehensive, geospatially precise dataset that maps historical hazard events to specific rail segments. The project provides insight into when, where, and how much damage natural hazards have inflicted on rail infrastructure across the country. While a rail-specific hazard database did not previously exist, this research combines data from the Geological Survey (USGS) Flood Events Database, Hydrologic Unit Codes (HUC), the National Centers for Environmental Information (NCEI) from the National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) forecast zones. …

This report investigates the viability of hydrogen Fuel Cell Electric Vehicles (FCEVs) for port drayage applications, focusing on both energy modeling and economic feasibility. Port drayage—trucking operations that move goods a short distance to and from ports—is a key part of freight logistics and the critical movement of goods in American communities. This project developed a microscopic energy consumption model using second-by-second activity data from 38 Class 8 diesel drayage trucks operating in Southern California. The model emulated FCEV operations and determined an average hydrogen fuel consumption of 0.15 kg/mile across 749 trips. This data informed a levelized cost of …

Reservoirs are developed to store water in reserve for future use. But once built, reservoir sites inevitably hold more than just water, often serving as a key habitat for a range of species. This paper examines how one such animal has transformed water storage facilities and nearby landscapes into contested ground in urbanising areas of Texas, USA. Living around the reservoirs, feral hogs complicate the process of urbanisation by degrading the stockpiled water and infrastructure at the storage sites themselves and by damaging private property throughout the surrounding landscape. Across the United States, the age of dam infrastructure presents a substantial threat. The potential for structural failure associated with these aging dams is exacerbated by increased climate uncertainty and the threat of dam overtopping due to extreme and prolonged precipitation events. These compound threats place downstream areas at pronounced risk. These downstream areas vary widely. Some are relatively free of vulnerable elements, while others have a complex mix of infrastructure, populations, and ecologically important elements.
