Cyberspace Collaborative Awareness: A Model For Unity Of Effort In Homeland Defense, Mike Knapp, Sean Atkins, Matthew Mclaughlin

The increasing frequency and severity of cyberattacks against U.S. critical infrastructure continue to confound homeland defense efforts. Defending against state cyber campaigns that threaten the nation’s most critical systems requires a new awareness model that can enable unity of effort across public and private actors. Examining homeland defense awareness in other domains reveals principles and approaches that can inform the development of a collaborative awareness model in cyberspace. This new framework acknowledges the interconnectedness of government and commercial networks and the independent goals of each player in the domain. As Nepal urbanizes, expands infrastructure, strengthens local governments, and explores deeper connectivity with India and China, climate change is increasing floods, landslides, heat, and water insecurity. Rapid internal migration, rising disaster risks, youth outmigration, and dependence on remittances are also revealing the limits of conventional urban development, especially in the mountainous region. The central challenge for Nepal is no longer just to accommodate growing towns and cities, but to build settlements that are safe, productive, environmentally resilient, and capable of sustaining long-term prosperity.

Mobile County, Alabama, receives among the highest annual rainfall totals in the United States resulting in frequent stormwater flooding that intersects with existing socioeconomic vulnerabilities. Within the Mobile County Public School System (MCPSS), 77% of students are economically disadvantaged and over 10% experience homelessness, creating heightened risk for educational disruption during flood events. This study investigates how stormwater flooding influences school attendance, closures, and academic performance across MCPSS, providing insight into how climate-driven hazards exacerbate educational inequities. Chatham County, a low-elevation region in the Savannah, Georgia metropolitan area along the eastern coast of the United States, is prone to coastal storms and frequently affected by flooding. It serves as a useful case study to better understand the factors behind flooding and the areas that are most at risk. Many cities see growth of informal housing settlements as urban populations rise across the globe. Residents of informal settlements are observed to use robust networks of social capital to support themselves in an environment of resource scarcity and marginalization. This review synthesizes research examining characteristics of social capital in informal housing settlements, finding that (1) social capital influences residents' acquisition of basic needs, (2) the structure of social capital networks depend on the context of the settlement, and (3) the built environment of informal settlements has a cyclical relationship to their social capital networks. The People’s Beach at Jacob Riis Park on the Rockaway Peninsula of Queens, New York, is a vibrant place of queer and trans public-space placemaking—and especially Black and working class queer and trans placemaking. A distinct queer ecology emerges in the interplay of the dynamic movement of the barrier island, queer and trans—especially queer and trans Afro-diasporic—mobilities. This queer ecology, while articulated with, also defies and exceeds logics and workings of private property. This study examines structural mobility access across New York City census tracts by constructing a tract-level Mobility Access Index (MAI) that integrates employment accessibility, hospital accessibility, and first-mile subway walking burden using MTA GTFS transit data, NYC Taxi and Limousine Commission trip records, and US Census American Community Survey demographic estimates. Three OLS regression models, supplemented by Lasso, Elastic Net, and Random Forest specifications, test whether structural access gaps are associated with short-distance connector trip intensity and per-worker connector cost burden. Results show that MAI varies substantially across tracts, with high access concentrated in Manhattan and along major subway corridors. …

This study investigates the disconnect between Egypt's ambitious female labor force participation (FLFP) policy goals in the National Strategy for the Empowerment of Egyptian Women 2030 and the declining indicators since its launch. Applying Van Meter and Van Horn's implementation framework, it analyzes the full policy process using qualitative interviews across government, civil society, and private sector actors involved in the national policy’s design and execution. Findings reveal structural failures, resource shortages, coordination gaps, leadership turnover, and donor-driven fragmentation, intensified by cultural norms and frontline resistance. It reveals itself as leaks, puddles, condensation—moments typically understood as technical failure. Hidden Systems reframes these conditions as architectural knowledge, one that becomes evidence of water’s material capacity, limits of infrastructure, and a record of time.

Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR.
