Strategic placement of ambulances is important to the efficient functioning of emergency services. As part of an ongoing collaboration with Wayne County 911, we developed a strategy to optimize the placement of ambulances throughout Wayne County based on de-identified call and response data from 2016 and 2017. The primary goals of the optimization were minimizing annual operating cost and mean response time, as well as providing a constructive solution that could naturally evolve from the existing plan. Many of these natural disasters bring destruction to homes, loss of loved ones, and emotional or physical trauma. For children who are still developing coping skills, these natural disasters can bring them emotional distress because they are unable to processes their experiences in a healthy way. To address gaps identified at the workshop, GRP reached out to the Sea Grant Oil Spill Science Outreach Program to host a series of regional workshops. The Sea Grant Oil Spill team, based in the Gulf, partnered with state Sea Grant programs across the country to plan and deliver regional workshops in 2018-2019. In the decade following Hurricane Katrina, advocates fighting for the rights of people with disabilities changed the field of emergency management. Their pressure on FEMA led to the establishment of legal and planning precedents to include the needs of the whole community in emergency management.(4) There is now a national, legal requirement to plan for people with disabilities and access and functional needs. Despite this important victory for people with disabilities, there have been no direct legal or policy actions that address the disproportionate response along racial and socio-economic lines.

This study seeks to estimate the effect of disasters on the total receipts and total spending of county governments in Kentucky. In addition to estimating the effects of disasters on total receipts and total spending, this study also seeks to estimate the effects of disasters on specific categories of revenue (taxes, intergovernmental, etc.) and spending (transportation, recreation, general government, etc.). These effects are estimated using data on county budgets for 2007 through 2017 from the Kentucky Department for Local Government (DLG) and data on disaster declarations and public assistance grants from FEMA.

This research analyzes the extent to which the hydraulic fracturing process contributes to seismic activity in the State of Ohio and compares Ohio’s fracking induced seismicity with other case studies from the States of Texas, Pennsylvania, and Oklahoma. It distinguishes and addresses the differences in risks that fracking poses in conventional natural gas wells versus unconventional horizontal wells where natural gas is extracted from reservoirs with low permeability. Ohio’s earthquake history, fracking history, current fracking regulations, and restrictions on local regulations were thoroughly investigated to determine just how much fracking has affected the state’s seismicity rate. Firefighting remains an inherently dangerous occupation with serious injuries and fatalities reported globally. The Australasian Fire Authorities Council adopt ISO31000 as the standard of risk management for all firefighting and mitigation operations. However, previous studies have reported that decisions made by incident controllers during dynamic emergencies are typically reactionary and only partially compliant with the ISO31000 process. This paper describes research using new qualitative and quantitative data that support incident controllers in managing risk during dynamic fire and emergency situations, in accordance with ISO31000. In 2017, 1.3 million fires in the U.S. caused 3,400 deaths, 14,600 injuries, and $23 billion in loss. Vulnerable populations are less resilient due to their lack of adequate access to financial, medical, and community resources as well as their propensity to reside in substandard housing. This plan studies the impacts of Richmond’s residential fires (2015-2017) on vulnerable communities within the city. Its purpose is to provide an understanding of where fires occurred in vulnerable communities and to recommend actions for prevention education.

This thesis paper strives to identify the relationship between Medicaid expansion and Emergency Department use. I use a Monte Carlo simulation for demonstrating the endogeneity problem and a copula model using the Oregon Health Program (OHP) data to show the previous literature has exaggerated the causal relation between Medicaid expansion and Emergency Department use. The National Weather Service has adopted warning polygons that more specifically indicate the risk area than its previous county-wide warnings. However, these polygons are not defined in terms of numerical strike probabilities (p_s). To better understand people’s interpretations of warning polygons, 167 participants were shown 23 hypothetical scenarios in one of three information conditions—polygon-only (Condition A), polygon + tornadic storm cell (Condition B), and polygon + tornadic storm cell + flanking nontornadic storm cells (Condition C). The 2013 Uttarakhand flash flood was such a surprise for those at risk that the predominant source of information for their risk was environmental cues and, secondarily, peer warnings rather than official warnings. Of those who received warnings, few received information other than the identity of the flood threat. A survey of 316 survivors found that most people's first response was to immediately evacuate but some stayed to receive additional information, confirm their warnings, or engage in evacuation preparations. Unfortunately, engaging in these milling behaviors necessarily delayed their final evacuations. Mediation analysis revealed that psychological reactions mediated the relationship between …
