This paper examines the underlying complexities that constitute a dilemma for the responsibility to protect in Africa most specifically the Great Lakes Region. I argue that clarifying the meaning and intention of the doctrine in any given context is predicated on understanding the distinct and complex environment in which the doctrine is invoked. These complexities and their differentiation on a case by case basis construe the doctrine as progressive; with political, legal and moral significance making it fit for its purpose. The Rio Grande Valley (RGV) has been impacted by various hurricanes throughout history. While Hurricane evacuation has been studied extensively in other contexts, there is limited systematic research on the warning and response to a large-scale severe weather event in South Texas. This study attempts to understand the evacuation decision-making behavior of Southern residents in the event of a Hurricane making landfall over the Rio Grande Valley. The objective of the Lakeview Recreation Center Emergency Action Plan (EAP) is to comply with the Occupational Safety and Health Administration’s (OSHA) Emergency Action Plan Standard, 29 CFR 1910.38 and to prepare employees for dealing with emergency situations. This plan is designed to minimize injury, loss of human life and company resources by training employees, procuring, and maintaining necessary equipment and assigning responsibilities. This plan addresses all emergencies that may reasonably be expected to occur at Lakeview Recreation Center.

In June 2017, a house in Waterbury Connecticut caught on fire while service was being held in the church adjacent to it (Stewart, 2017). In March 2018, a church in Mississippi was placed on lockdown while law enforcement officials used the grounds as a staging area during an active investigation (WAPT News, 2018). And in November 2017, a gunman opened fire inside First Baptist Church in Sutherland Springs, Texas. We analyzed whole-genome sequences of 8 enterovirus A71 isolates (EV-A71). We confirm the circulation of genogroup C and the new genogroup E in West Africa. Our analysis demonstrates wide geographic circulation and describes genetic exchanges between EV-A71 and autochthonous EV-A that might contribute to the emergence of pathogenic lineages.

Genogroup E was previously identified and characterized only on the basis of VP1 analysis (3). This study confirms the circulation in West and Central Africa of EV-A71 isolates belonging to the new genogroup E on the basis of the characterization of whole genomes. This mixed methods study explored emergency preparedness and disaster response in the concept-based learning curriculum adopted by the Alabama Community College System (ACCS) in 2016. The concept-based curriculum employs active learning in lieu of the traditional lecture-style teaching methods.

This study addressed the problem that educators may be unfamiliar with this content and are unsure how to present this material to students. The purpose of this study was to gain insight on teaching methodologies, to better prepare nursing students on this content.

This paper describes the origins and progress of an international project to advance disaster eHealth (DEH) – the application of eHealth technologies to enhance the delivery of healthcare in disasters. The objectives of this report are to identify current communication strategies regarding coastal flooding and present opportunities for improvement and collaboration within the Hampton Roads region. The Hampton Roads Planning District Commission partnered with Old Dominion University to design two surveys of local government staff, the first regarding flooding outreach and the second regarding flooding notification methods. This report summarizes the results of each survey and synthesizes challenges described by respondents. Monkeypox virus (MPXV) is a large, double-stranded DNA virus belonging to the Orthopox genus in the family Poxviridae. First identified in 1958, MPXV has caused sporadic human outbreaks in central and west Africa, with a mortality rate between 1% and 10%.1 Viral genomes from west Africa and the Congo Basin separate into two clades, the latter being more virulent.2 Recently, MPXV outbreaks have occurred in Sudan (2005), the Republic of the Congo and Democratic Republic of the Congo (2009), and the Central African Republic (2016).3 A suspected outbreak of human MPXV was reported to WHO on Sept 26, 2017, by …

This paper details a practical series of recommendations to implement the two ongoing stages of the STREMII model – Social Listening and Responsive Engagement – during a crisis event. First, we outline the original STREMII model, then detail and discuss a revised and updated version of the model. Then, we describe steps for getting started using the STREMII model for social media crisis communication, and, finally, present suggestions for uses of best practice for the model.

Using discourse and network analysis, this research explores a reddit thread concerning an emergency situation in the U.S.V.I. after a 2017 hurricane. In particular, research seeks to gain greater understanding of deliberation and problem-solving behaviour of a crowdsourced, citizen group in response to a disaster. Findings support the use of network analysis and measures of centrality to isolate particularly important actors and contributions in a network. Furthermore, findings also depict seven archetypical roles played by users in the discourse. This paper analyses the state of the art of risk and crisis communication in Colombia with a focus on natural and man-made risks and disasters. Findings are based on a series of semi-structured interviews with risk and crisis communication experts, practitioners, and educational experts from the city of Medellín, and on a content analysis of teaching materials used for risk communication. The study reveals that a combination of different approaches is used to raise risk awareness in the population, combining education through entertainment, citizen sciences projects, and risk communication via the website and app of a regional alerting system.
