This paper describes the origins and progress of an international project to advance disaster eHealth (DEH) – the application of eHealth technologies to enhance the delivery of healthcare in disasters. The study to date has focused on two major themes; the role of DEH in facilitating inter-agency communication in disaster situations, and the fundamental need to promote awareness of DEH in the education of disaster managers and health professionals. The objectives of this report are to identify current communication strategies regarding coastal flooding and present opportunities for improvement and collaboration within the Hampton Roads region. The Hampton Roads Planning District Commission partnered with Old Dominion University to design two surveys of local government staff, the first regarding flooding outreach and the second regarding flooding notification methods. This report summarizes the results of each survey and synthesizes challenges described by respondents. Monkeypox virus (MPXV) is a large, double-stranded DNA virus belonging to the Orthopox genus in the family Poxviridae. First identified in 1958, MPXV has caused sporadic human outbreaks in central and west Africa, with a mortality rate between 1% and 10%.1 Viral genomes from west Africa and the Congo Basin separate into two clades, the latter being more virulent.2 Recently, MPXV outbreaks have occurred in Sudan (2005), the Republic of the Congo and Democratic Republic of the Congo (2009), and the Central African Republic (2016).3 A suspected outbreak of human MPXV was reported to WHO on Sept 26, 2017, by …

The last mile in disaster relief distribution chain is the delivery of goods from a central warehouse to the evacuation centers assigned for a given area. Its effectiveness relies on the proper allocation of each kind of relief good amongst the demand areas on a given frequency. Because these operations involve a limited supply of relief goods, vehicles, and time, it is important to optimize these operations to satisfy as much demand as possible. This paper details a practical series of recommendations to implement the two ongoing stages of the STREMII model – Social Listening and Responsive Engagement – during a crisis event. First, we outline the original STREMII model, then detail and discuss a revised and updated version of the model. Then, we describe steps for getting started using the STREMII model for social media crisis communication, and, finally, present suggestions for uses of best practice for the model.

Using discourse and network analysis, this research explores a reddit thread concerning an emergency situation in the U.S.V.I. after a 2017 hurricane. In particular, research seeks to gain greater understanding of deliberation and problem-solving behaviour of a crowdsourced, citizen group in response to a disaster. Findings support the use of network analysis and measures of centrality to isolate particularly important actors and contributions in a network. Furthermore, findings also depict seven archetypical roles played by users in the discourse. This paper analyses the state of the art of risk and crisis communication in Colombia with a focus on natural and man-made risks and disasters. Findings are based on a series of semi-structured interviews with risk and crisis communication experts, practitioners, and educational experts from the city of Medellín, and on a content analysis of teaching materials used for risk communication. The study reveals that a combination of different approaches is used to raise risk awareness in the population, combining education through entertainment, citizen sciences projects, and risk communication via the website and app of a regional alerting system.

Early weather warnings can save lives and minimise the loss of assets. The most accurate forecast, however, is useless if it fails to reach those anticipated to be affected by a predicted adverse weather condition, as this will impede their ability to act pro-actively. The 2012 flood disaster in Nigeria which had devastating consequences for 30 states in the country, for example, was forecasted a few months ahead by the Nigerian Meteorological Agency. This study examines the role that local grassroots efforts play in disaster response and recovery. Drawing on findings from an ongoing research project on the experience of Hurricane Sandy in New York City since 2012 as well as new data from more recent hurricanes and other events, we show how volunteers, community-based organizations, and activist groups often play an important role in both immediate response and longer-term recovery efforts. Public opinion and survey researchers must protect the privacy and confidentiality of human subjects. However, scholars are often not trained in the best practices of data storage, and there is a serious risk that survey data might be compromised by pernicious actors. In an era when it is becoming increasingly difficult to recruit participants, breaches could further challenge our ability to conduct surveys if we cannot guarantee that participants’ data will remain confidential and private. Rarely do two clicks of a computer mouse incite widespread panic and create international news. The incorrect assumption of a Hawaiian Emergency Management Agency warning officer on January 13, 2018, led that officer to select an actual ballistic missile alert rather than a test alert option from the agency’s computer interface dropdown menu. Further, presented with the option to confirm his selection, said officer validated his choice. The increasing occurrence of extreme weather and climate events raised concerns in regard to hazard mitigation and climate adaptation. Local municipal planning mechanisms play a fundamental role in increasing a community’s capacity toward long-term resiliency. This study employs the content analysis method to evaluate the 95 selected cities located in the US Federal Emergency Management Agency Region VII and examine how these local plans, including local comprehensive plans (CPs), hazard mitigation plans (HMPs), and local emergency operations plans (EOPs), prepare communities for climate change and possible extreme events. Self-organized mound-like micro/nanoscale structures are reported for the first time on silver using a dual-pulse femtosecond laser surface processing technique. The dual-pulse laser processing technique reported in this paper uses femtosecond laser pulse pairs with a controlled temporal delay between the leading and trailing pulses. Using dual pulses at higher fluence values, mound-like micro/nanostructures have been created on silver samples for the first time. Formation of the self-organized microstructures is shown to be dependent on the time delay between the leading and trailing pulses. Mound-like microstructures do not develop on silver for overlapped pulses or using single-pulse femtosecond laser surface …
