This qualitative study examined how decision-makers and teachers have responded to offer education for all Palestinian students at the immediate onset of the COVID-19 outbreak and how technology is being used to continue education online. Semi-structured interviews were conducted with 20 participants from parents, teachers and decision-makers in Palestine. Interview transcripts were coded using a grounded theory design with a constant comparative method. The COVID-19 induced school shutdown dramatically decreased students’ hands-on STEM learning opportunities. An NSF-funded program partnering preservice teachers and undergraduate engineering students to teach robotics to fifth graders was adapted to a virtual format via Zoom. A case study intimately explored one team’s experience as they engineered bio-inspired robots over five weekly sessions. Zoom recordings, written reflections, and lesson slides were analyzed to describe how the virtual context shaped the lesson and influenced the preservice teacher’s experience. All three participants successfully engineered a robotic flower indicating hands-on robotics instruction is feasible in an online format. The virtual context increased the …

This essay offers an intermediate discussion of select policy, strategic, operational, and tactical issues that demonstrate where and how the Commonwealth of Pennsylvania’s novel coronavirus response on the one hand, and homeland security frameworks and research on the other, converge or—more often so—diverge, and how to narrow this gap. Although typically framed as a pandemic owned by the public health sector, the COVID-19 response falls directly within the homeland security mission space, whose core missions include “Ensuring Resilience to Disasters.” In some respects, Pennsylvania’s response exemplifies best practices suggested by research. Purpose: Organizational leaders play a pivotal role in postcrisis activities. There is abundant research in the actions of leaders in a crisis; however, there is limited research regarding the leadership competencies required postcrisis, and a gap remains in knowing which leadership skills are needed postcrisis. The purpose of this Delphi study was to identify the leadership skills needed to promote organizational resilience, to act with integrity, and to possess a learning orientation of organizational leaders in the postcrisis phase.

When disasters happen, the speed with which first responders and emergency personnel can contact and be contacted by the people affected by the disaster during the first minutes or hours is critical. Early communications can make the difference between life and death. During a disaster communications infrastructure of the affected area is likely to be compromised. Background An alarming rise in reported Lassa fever cases continues in west Africa. Liberia has the largest reported per capita incidence of Lassa fever cases in the region, but genomic information on the circulating strains is scarce. The aim of this study was to substantially increase the available pool of data to help foster the generation of targeted diagnostics and therapeutics.

People are now becoming more conscious of the effects of climate change. They are seeking to understand how to manage their resources and prepare for when a disaster strikes. The growing studies of disaster resilience lend that opportunity. In this spatial and temporal study, disaster resilience was measured for each census tract within the four counties of the Rio Grande Valley. Utilizing GIS tools and methods, the study examines resilience patterns between 2010 and 2017.

Results showed that even though various census tracts from each of the four counties increased in resilience from 2010 to 2017, the overall total resilience …
