As the Commonwealth wrestles with the social and economic aftershocks of the worst economic recession in 80 years, the widespread use of temporary staffing arrangements is a sober reminder that the “standard” employment relationship, a cornerstone of the prosperity of the post-World War II era, is no longer available to a large segment of the American workforce. “Job ladders” have disintegrated, depriving capable and dedicated workers of predictable promotions. Rural-urban adult migration, mainly adult male migration makes heavy demand on all family members, but especially on children who are left behind in rural area to shoulder the responsibility of agriculture production and food security. Labor shortage due to rural-urban adult migration may mean that children in rural area often have to face tighter time schedules and patterns of time use and human energy inputs required in agriculture production. It can be difficult for VR counselors to provide face-to-face services to rural clients. Large caseloads reduce counselors’ available travel time to travel to outlying rural communities, and rising fuel costs make such trips expensive (Metzel & Giordano, 2007; Riemer-Reiss, 2000). Telecommunications can increase counselor-client accessibility and provide flexibility to supplement face-to-face services. Telecommunications refers to a variety of information technology (IT) that allows people in different locations to engage with one another, while reducing boundaries of time, distance, and location. Access to telecommunication services, however, may be limited. For instance, people living in rural areas may lack access to …

Using the Survey of Income and Program Participation (SIPP), a nationally representative, longitudinal survey, this study examines changing levels of Unemployment Insurance (UI) eligibility and benefit receipt among working low-educated single mothers, 1990–2005. It also examines changing participation in cash welfare and the Food Stamp Program (FSP). Relative to single childless women, there has been no increase in UI benefit receipt among single mothers entering a spell of unemployment in the postreform period, even though single mothers have increased their relative rates of UI eligibility. Because of declining cash assistance receipt, UI became a more common income support than cash …

Migration is a current matter confronting both U.S. and Mexican society. For Americans, the topic signifies an ever-increasing entry of Mexican migrants to U.S. factory and agricultural hotspots. In comparison, for millions of Mexican citizens, migration marks an intricate aspect of daily life with a story embedded not only in the present day but in the histories and futures of individuals, families and communities as well. An on-going cycle of poverty explains the principle motivation behind the growing number of migrating citizens from Mexico. The net impacts and private and social benefits and costs of workforce development programs were estimated in three separate studies; two of them in Washington and one in Virginia. The programs included the public job training system, programs at community and technical colleges, adult basic education, private career schools, high school career and technical education, and vocational rehabilitation for disabled individuals and for blind or visually impaired individuals. The net impact analyses were conducted using a nonexperimental methodology. Individuals who had encountered the workforce development programs were statistically matched to individuals who had not.
