The speed of the bank runs that occurred in the United States in March 2023 took most by surprise. The ensuing policy debate about reform has focused very little on the role of the Federal Reserve’s discount window and how it could be made more fit for purpose in mitigating risks to financial stability emanating from the banking system. Making the discount window a more effective financial stability tool will require actions both to reduce the stigma associated with borrowing and improve the operational agility and readiness of the Fed as lender and banks as borrowers. Yes Bank was suffering from liquidity outflows in the second half of 2019 owing to a combination of deposit withdrawals, invocation of pledged shares, losses from extraordinary credit provisions, and overexposure to stressed sectors like power and infrastructure. In December 2019, Yes Bank reported a Common Equity Tier 1 capital ratio at 0.6%, far below the Reserve Bank of India (RBI) mandated levels, and a quarterly loss of 185 billion Indian rupees (INR; USD 2.5 billion). Using the keyword frequencies in the headlines of press releases issued by the Ministry of Commerce and Industry, this article quantifies the shifting focus of India's public policy communications. Our analysis suggests that in the aftermath of the 2008–09 Global Financial Crisis, India's public policy communications shifted from international trade to innovation and competitiveness, while the emphasis on large infrastructure development, employment, investment, and policy incentives remained. A similar analysis using newspaper headlines from India's three leading newspapers and Google search intensity using data from Google Trends indicates that the discussion about international trade and the institutions that promote it …

The problem this general qualitative study with narrative techniques addressed was the lack of empirical research about sarcoidosis mental health based on depression, anxiousness, and feeling lonely. Sarcoidosis legislation was also compared to current mental health legislation, which proposed mental health measures. This study aimed to gather secondary data of firsthand descriptions based on the impacts of sarcoidosis mental health aspects and review sarcoidosis legislation. There is an inadequacy in strategies to address homeless and vulnerable youth “Zogos” in post-war Liberia. Homelessness among youth is a severe problem in post-war Liberia, with many sleeping in Palm Groove Cemetery and other informal housing settings in Monrovia and other parts of the country. This qualitative study explored post-war Liberia’s public housing program policy roles that professional competency and human capacity play in effectively mitigating homelessness of youth in Monrovia. Formerly incarcerated African American males have a challenging time transitioning back into the community due to invisible barriers that impede their opportunities for successful reintegration. This generic qualitative study aimed to explore criminal justice practitioners' perceptions regarding collateral consequence policies for formerly incarcerated African American males. The theoretical framework for the study was labeling theory, which explained how others stigmatize individuals due to their social and environmental characteristics. Possession of small quantities of narcotics for personal use in Ghana could result in years in detention under the Narcotic Drugs Law of 1990, with youth constituting a large number of offenders. The government proposed a drug policy change in 2017 as the prevailing one failed to achieve its goals even with such stringency, resulting in Act 1019’s adoption in May 2020 as a new national drug policy to replace the Narcotic Drugs Law of 1990. Particulate matter (PM) pollution poses significant health risks, influenced by various meteorological factors and seasonal variations. This study investigates the impact of temperature and other meteorological variables on PM10 and PM2.5 levels in Fresno County, known for high air pollution. Multiple linear regression (MLR) and generalized additive models (GAMs) assess the significance of these relationships. Analyzing data from Fresno County, we examine PM10 and PM2.5 levels across "hot" (June to August) and "cool" (September to May) seasons. Findings indicate PM10, both MLR and GAM models identify statistically significant variables, excluding temperature and wind direction in each season. However, during the …

This note shows that for a spatial regression with a weight matrix depicting a complete bipartite network, the Moran I test for zero spatial correlation is never rejected when the alternative is positive spatial correlation no matter how large the true value of the spatial correlation coefficient. In contrast, the null hypothesis of zero spatial correlation is always rejected (with probability one asymptotically) when the alternative is negative spatial correlation and the true value of the spatial correlation coefficient is near -1.

The COVID-19 pandemic, a black swan event, created an unprecedented global health hazard and disrupted global economic activities. During the first wave of the COVID-19 pandemic, various governments announced lockdowns. India went under lockdown from 25 March 2020 for 21 days. These lockdowns disrupted the social fabric and economic activities. We examined the demographic and socio-economic determinants of COVID-19 infections and deaths across over 400 districts in India. Using statistical methods, we observed that the infection patterns demonstrate localized characteristics across districts. Areas with a larger male population and higher economic activity witnessed higher infection rates. Districts with more agricultural …

Indonesia finds tax amnesty as a reliable funding alternative to develop a sustainable economy. Since 1964, Indonesia has implemented five tax amnesty programs. The latest two programs would offer lower amnesty compensation rates if taxpayers repatriated offshore assets back to Indonesia. However, the tax amnesty repatriation policy merely contributed minimal amounts of repatriated assets and low number of participants. Consequently, it failed to raise sufficient liquidity, fiscal revenues, tax compliance and economic growth. Examining the factors leading to the decisions made by Crazy Horse, Custer, and Reno through the lenses of expected utility, cybernetic, and poliheuristic decision strategies enables objectivity in analysis and hindsight. It also offers an example of how to study three different leaders, each of whom resolved uncertainty with their decisions, even if such decisions proved disastrous. Modern leaders can utilize these same tools to make sense of complexity and to apply a framework to analyze an opponent’s past decisions, compare the findings to the present situation, and then predict future courses of action.

Political objectives are usually achieved by using one’s military power. Converting political objectives into achievable military-strategic objectives is the primary responsibility of military-strategic leadership. This process is largely an art rather than a science. There are many potential pitfalls because much depends on the knowledge, understanding, experience, and judgment of military-strategic leaders. Most often, mistakes made are only recognized after setbacks or defeats suffered during the hostilities. Despite its critical importance, there is no consensus on the steps and methods in converting political- into military-strategic objectives. There is scant writing on the subject in either doctrinal documents or professional journals.

The Department of Defense Joint Trauma System (JTS) was created to provide optimal care to the wounded on a battlefield. The current National Defense Strategy anticipates future threats of large-scale combat operations (LSCO) against peer adversaries that may limit overall freedom of maneuver for medical evacuation, increase survivability risk of medical units, and limit timeliness and robustness of critical medical logistics. Thus, the JTS must continue to evolve and embrace the concept of Medical Performance Optimization (MPO) to adapt to this new operational reality.
